  2. NO. 11 TPC5-TPPD “National Tourism Policy and Planning” • Understand the national tourism policy and planning. • Recognize the Australian Tourist Commission (ATC), the Bureau of Tourism Research and the Commonwealth Department of Tourism

  3. NO. 11 TPC5-TPPD This chapter directs its attention to national tourism administration and policy in Australia. Tourism public policy reflects government ideology and priorities but, by and large, national tourism plans and policies are geared towards the economic development of tourism in ways that are touted as exceeding or at least building on previous governments’ efforts.

  5. NO. 11 TPC5-TPPD • The Australian Tourist Commission was established as a department by the Commonwealth Government in 1967. It became a statutory authority, established under the Australian Tourist Commission Act, in 1987. • The ATC’s principal objectives were: • To increase the number of visitors to Australia • To maximize the benefits to Australia from overseas visitors, and • To ensure that Australia is protected from adverse environmental and social impacts of tourism.

  6. NO. 11 TPC5-TPPD • By the 1990’s, the ATC promoted Australia in more than 40 countries from its Sydney head office and offices in Los Angeles, Hong Kong, Singapore, Taipei, Shanghai, Seoul, Tokyo, London, Frankfurt, and Auckland.

NO. 11 TPC5-TPPD • The Bureau of Tourism Research • The Bureau of Tourism Research (BTR) was established in 1987 in accordance with the recommendations of the Australian Government Inquiry into Tourism. BTR’s mission was to provide independent, accurate, timely and strategically relevant statistics and analyses to the tourism industry, government and the community at large in order to enhance the contribution of tourism to the wellbeing of the Australian community’. Its objectives were:

NO. 11 TPC5-TPPD • The Bureau of Tourism Research • To provide a national focus for the collection, analysis and dissemination of tourism and related data • To provide relevant, timely and high-quality tourism statistics • To analyze and distribute tourism data in such a way as to encourage their widespread and effective use in tourism industry development • To undertake or coordinate research on priority issues in the tourism field • To promote an understanding and awareness of the role of tourism research in the development of Australian tourism.

NO. 11 TPC5-TPPD • The Commonwealth Department of Tourism • The Commonwealth Department of Tourism had four broad goals necessary to guide the balanced development of the industry: • Economic Goal: to optimize the tourism industry’s contribution to national income, employment growth and the balance of payments by creating a favorable economic environment for industry development.

NO. 11 TPC5-TPPD • Environmental goal: to provide for sustainable tourism development by encouraging responsible planning and management practices consistent with the conservation of our natural and cultural heritage. • Social goal: to enhance access to quality tourism experiences and ensure favorable outcomes of tourism by diversifying the product base, raising industry standards and protecting the public interest • Support goal: to provide and encourage the necessary promotional, planning, coordination, research and statistical support to assist the industry’s development (Department of Tourism 1992:3)

NO. 11 TPC5-TPPD The establishment and support of the above three agencies were perhaps the most significant actions of the Commonwealth with regard to tourism since the establishment of the ATC itself almost 25 years earlier. In the One Nation statement, the Prime Minister, Paul Keating, announced that ‘tourism was one of the economic stars of the ‘90s’ and that ‘tourism represented the best opportunity to provide immediate jobs across all skill levels for young Australians (ATC 1992:4) He endorsed these comments in the 1993 budget.
