    4. MARINE PARKS Industry – wildcatch, aquaculture and post harvest collectively challenged Government – process and design of Encounter MP

    5. MARINE PARKS Support of conservation & recreational sectors got Government to agree: Marine Parks Act Compensation provisions Risk assessment

    6. MARINE PARKS Target 2010 for 19 Parks DEH funding for development and communications increased until 2010

    7. MARINE PARKS Now have Act (Marine Parks Act 2007) prescribes process for design and development, review and compensation obligations

    8. MARINE PARKS Stages of development: OUTER BOUNDARIES Design outer boundary rules Draft outer boundaries Public comment Minister approval

    9. MARINE PARKS Stages of development: MANAGEMENT ZONES Design zones rules Draft zones & plan Public comment Minister approval Parliamentary approval – ERD Committee

    10. MARINE PARKS Compensation - prescribed in the Act. Needs specific regulations. Displaced Effort Working Group role/ membership

    11. MARINE PARKS Compensation - Proposed: licence value and associated business assets 3 stages: Open market General offer (with incentives) Compulsory acquisition

    12. MARINE PARKS Ministerial Accord - PIRSA Aquaculture & DEH as far as is practical zones to: Accommodate existing aquaculture developments, Proposed developments with approvals, and Accommodate existing aquaculture management zones
