    1. NSCC/NLCC Awards Program

    3. Personal Awards Approved by the National Chairman, it is the highest award that may be given to an individual in the NSCC, member of the armed forces, or individuals in the civilian community, for recognition of sustained, distinguished service. This is also known as the highest award given by the NSCC.

    4. Personal Awards Awarded to: An NSCC officer, midshipman, instructor, or NSCC/NLCC cadet who is directly responsible for saving a human life at the risk of his/her own life. Issued by NHQ ONLY through the recommendation of an NHQ Representative to the Executive Director.

    5. Personal Awards Awarded to: An NSCC Officer, midshipman, instructor, or NSCC/NLCC cadet, who distinguished him/herself: By Extraordinary heroism but not to the degree justifying award of the NSCC Honor Ribbon, or Through sustained and extraordinary service to the NSCC/NLCC in a position of responsibility. (Cadets will not normally qualify for this award by this requirement alone. Issued by NHQ ONLY through the recommendation of an NHQ Representative to the Executive Director.

    6. Personal Awards Awarded to: An NSCC Officer, midshipman, instructor, or NSCC cadet, who distinguished him/herself: By humanitarian action or exceptionally meritorious service to the NSCC or NLCC in a position of responsibility. Issued through the approval of the NHQ Representative. NOTE: May be awarded to the Honor Cadet of the Recruit Training Command. Approval authority is the COTC of the RTC.

    7. Personal Awards Awarded to: NSCC personnel who distinguishes him/herself through superior service which results in achievement of a specific project, complex task, or period of sustained service, and which clearly warrants recognition of the individual’s achievement. This award is designed to recognize a cadet or unit leader who performs above that of a citation ribbon but of lesser degree than a Meritorious Recognition Ribbon. Approval authority is the NHQ Representative.

    8. Personal Awards Awarded to: An NSCC officer, instructor, or midshipman who: Has been issued training authorization letters designating participation as an escort for training scheduled by NHQ; Has served in this capacity for training evolutions of not less than 10 days duration or 2, five-day evolutions; and Has successfully served as an escort officer as certified by the senior escort officer or other appropriate authority. Approval authority is COTC. NOTE: This is to recognize significant additional responsibilities associated with these trainings. Officers performing the duty of the Commanding Officer Training Contingent (COTC) for NSCC Recruit Training or NLCC Orientation are authorized to wear the “gold frame” over the Escort Officer Ribbon.

    9. Personal Awards Awarded to: An NSCC officer, instructor, midshipman, or cadet who, in the opinion of the CO, distinguishes him/herself for exceptionally commendable service or action, or meets ALL of the following criteria: Cadet: Excels in the normal path of advancement; Performs normal training requirements in an outstanding manner; Is smart and neat in appearance, and wears the uniform with pride; and Always acts in keeping with the highest traditions of the NSCC. Approval authority is the NHQ Representative. NOTE: May be awarded to Company Honor Cadet upon Completion of NSCC RTC (Authority given by the COTC); and/or

    10. Personal Awards NOTE: May be awarded to all cadets in the honor company upon completion of the NSCC RTC, as approved by COTC. Officer/Midshipman/Instructor: Pursues professional development through participation in formal and optional courses; Performs training and administrative responsibilities in an outstanding manner; Is smart and neat in appearance; and Always acts in keeping with the highest traditions of the NSCC.

    11. Personal Awards Awarded to: The unit NSCC/NLCC Cadet of the Year, as nominated by the unit’s CO; Sponsored by the Navy League of the United States; Recognizes excellence on the part of NSCC/NLCC cadets; The award serves to emphasize the importance placed on education and training; Shall be awarded at the end of the school year; Approval authority by NLUS Regional or Local Council NOTE: NSCC cadets earn the medal, ribbon, and certificate. NLCC cadets earn the ribbon, gold boot, and certificate.

    12. Personal Awards Awarded to: A graduation high school cadet who has demonstrated dependability, good character, military discipline, leadership and a fundamental patriotic understanding of the important of ROTC (NSCC) training. The recipient of the award will be selected and nominated to the local DAR Chapter Regent. Approval authority is DAR as sole distributor of the award.

    13. Personal Awards Awarded to: An NSCC/NLCC cadet who has attained the rate of Petty Officer Second Class or above and is in good standing militarily and scholastically at the time of the selection and presentation, has demonstrated a high degree of merit with respect to leadership qualities, military bearing, and excellence in the potential for greater leadership responsibilities; and be recommended by the unit CO. The recipient will be selected and nominated to the local SAR Chapter President, who will normally present the award. Approval authority is SAR as sole distributor of the award.

    14. Personal Awards Awarded to: NSCC cadets in grades PO3 through CPO and NSCC midshipmen who: Are in good academic standing; Progress satisfactory in the NSCC Program; Demonstrate outstanding achievement in Community Service and NSCC Naval Education; Demonstrate outstanding leadership in the NSCC; Demonstrate high moral character; Demonstrate outstanding military bearing and conduct both in and out of uniform; Actively promote patriotism and Americanism; Demonstrate growth potential (assumes higher levels of responsibility); and Are not previous recipients of the award. The annual award recommendation is made by unit CO to local VFW and presented by Post Commander. Approval authority is VFW as sole distributor of the award.

    15. Personal Awards Awarded to: NSCC/NLCC cadets, instructors, and officers, accumulating 40 hours or more of community service work. For “true” community work (e.g., serving meals for the homeless, community clean up, work at Veteran’s Homes, charity work, etc. Approval Authority is the unit CO. Note: Attendance at parades or public events is not the purpose of this ribbon. Note: A record of service time is required.

    16. Personal Awards Awarded to: NSCC officers and cadets who participate in the IE Program. Cadets are selected in recognition of their scholarship, contributors to the NSCC Program and citizenship attributes which serve as the basis for IEP selection. Senior escort officers are also eligible to wear the ribbon in recognition of their contribution to the NSCC Program and selection of IEP duty. Approval authority by IEP Director.

    17. Personal Awards Awarded to: NSCC cadets who distinguish themselves in an academic environment by meeting the following criteria: Is officially declared on his/her school’s Honor Roll for a semester; Makes no grade below B; Makes the Honor Roll during the regular school year; Carries the required courses to be considered a full-time student at the enrolled school; and Provides CO’s with a letter from the school verifying the Honor Roll Status. Approval authority is unit CO. NOTE: NSCC subsequent awards can be earned for each additional semester, using the appurtenance star system (max. of 2 awards per school year.)

    18. Personal Awards NOTE: Same as NSCC; however when the League Cadet becomes a Sea Cadet, the stars are NOT transferrable.

Personal Awards Awarded to: An NSCC officer, instructor, midshipman, or cadet who displays outstanding skills in the area of leadership, perseverance, and courage in the community as a drug-free role model and who has fulfilled the following criteria: Successful completion of 8 prescribed substance abuse or Campaign Drug Free lectures in accompaniment with a trained instructor; Performed 1 CDF presentation to either a school, civic, youth group, or other community based audience; and Successfully provided awareness to the ideas of CDF to community, school, church, or other youth-related organizations via newspaper, articles, radio or TV stories, displays, or participation in other youth activities. The DEA distinguishing device may be awarded to an officer, instructor, midshipman, or NSCC cadet who distinguishes him/herself by giving 4 or more CDF presentations to any of the aforementioned community organizations. Approval authority is Executive Director.

    20. Personal Awards Awarded to: NSCC cadets in grades 9-12 who receive science competition Placement Awards (1st, 2nd, 3rd, 4th, 5th) or Special Awards, including Naval Science Awards (U.S. Navy, U.S. Marine Corps) or other science awards from federal agencies or private institutions/organizations. NLCC/NSCC cadets in grades 7-8 meeting the same criteria above will receive an ONR Certificate. NLCC/NSCC cadets, regardless of age or grade, who participate in educationally sanctioned science competitions, will receive an appropriate “Certificate of Participation” signed by the ONR Program Manager for Education. Approval authority is the ONR

    21. Personal Awards Awarded to: NSCC/NLCC cadets who recruit any new individual into the program, and who remains in the program for 3 or more months. Approval authority is unit CO.

    22. Personal Awards Awarded to: NSCC/NLCC cadets, officers, instructors, and midshipmen who, as a group of 15 or more (or 80% of unit enrollees), receive recognition for: Acts which reflect conspicuous honor on the NSCC or NLCC; and/or Participate in community affairs. Approval authority is the NHQ Representative NOTE: The unit must participate in 2 or more community affairs events to be eligible. NOTE: Color Guards are not eligible for this award.

    23. Personal Awards Awarded to: NSCC/NLCC cadets, officers, instructors, midshipmen who distinguished themselves by excelling in physical fitness standards. Must meet the required qualifying standards of the Presidential Physical Fitness Award. This information can be found at www.presidentschallenge.org; Ribbon is worn with the color blue inboard. Approval Authority is unit CO.

    24. Personal Awards Awarded only to NSCC cadets who successfully serve as “staff” cadets for NSCC/NLCC training evolutions scheduled by NHQ and who meet the following criteria: Have been issued a NSCTNG 005 (NSCC Training Authorization), which designates participation as a “staff” cadet; Served as “staff” cadet in support of a complete NSCC/NLCC training evolution of not less than 10 days duration; and Have successfully served as “staff” cadet as certified by a COTC entry on NSCADM 008 of the cadet’s service record. Approval authority is COTC.

    25. Personal Awards Awarded to: NSCC/NLCC cadets who, as designated members of either a color guard, exhibition drill team, or ceremonial rifle squad meet the following criteria: Have performed as a member of the team for at least 6 months; Have performed at least 10 team evolutions, in a public event. Unit drills do not apply; Are smart and near in appearance; and wears the uniform with pride; and Always act in the highest traditions of the NSCC/NLCC. Subsequent awards will be bronze stars on the ribbon Approval authority is unit CO.

    26. Personal Awards Awarded to: An NSCC officer, instructor, midshipman, or cadet who meet the following criteria: NSCC Cadet: Served as a Navy League cadet for a period of 12 months prior to enrollment in NSCC (without time lapse). Attained the rate of PO3 or higher while serving as an NLCC cadet. Officer/Midshipman/Instructor: Served as a Sea Cadet for a period of 12 months prior to appointment as an officer, instructor, or midshipman (continuous service not required). Approval authority is unit CO.

    27. Personal Awards Awarded to: NLCC cadets who, in the opinion of the unit CO, distinguishes him/herself by a commendable action, service, or who meets the following requirements: Excels in the normal path of advancement; Performs normal training requirements in an outstanding manner; Is smart and neat in appearance; Wears the uniform with pride; and Always acts in keeping with the highest traditions of the NLCC. NOTE: May be awarded to Company Honor Cadets of NLCC Orientation programs.

    28. Personal Awards Awarded to: An officer, instructor, midshipman, or NSCC/NLCC cadet who attains a qualifying score with pistol and/or rifle, meeting the standards of the range. Sharpshooter or Expert (appurtenances) qualifications are based on the qualifying range requirements. Approval authority is unit CO.

    29. Personal Awards Awarded to: An officer, instructor, midshipman, or cadet who participated in the INR in New York City, NY, during the period 29 JUN – 7 JUL 1986 or during OpSail2000. Cadets authorized to wear the INR Ribbon may wear the “anchor” appurtenance. Officers, instructors, and midshipmen authorized to wear the INR Ribbon are also authorized to wear the NSCC Escort Officer Ribbon. Approval authority is unit CO.

    30. Personal Awards Awarded to: All NSCC/NLCC personnel enrolled in NSCC as of 10 SEP 1987. The ribbon will take precedence after the International Naval Review Ribbon. Approval authority is NHQ Representative.

    31. Personal Awards Awarded to: All NSCC/NLCC personnel enrolled in a unit qualifying for a 25-year commissioning. Awarded after one full year of unit enrollment. Awarded only to units that have 25 years of continuous operation. Approval Authority is Executive Director.

    32. Personal Awards Awarded to: NLCC cadets who successfully pass at least a 5 days of league orientation. NLCC cadets who stay longer and passed league orientation (again) can wear NLCC Year appurtenances affixed to the NLCC Year Ribbon; and WAS transferable for the NSCC/NLCC Service Ribbon. Ribbon and year appurtenances was used until NLCC uniform regulations was changed in 2008. Approval Authority is COTC.

    33. Personal Awards Awarded only to an officer, instructor, midshipman, or cadet who served at least one day with the Coast Guard during the period of 6 JUN 1989 - 4 AUG 1990. Approval Authority is Executive Director.

    34. Personal Awards Awarded to: An Officer, instructor, midshipmen, and cadets to reflect the number of years of service in the program. Awarded as followed: Cadets: 1st Year: After 90 days; 2nd Year: After 1 year; 3rd Year: After 2 years; 4th Year: After 3 years; and 5th Year: After 4 years; Officers/Instructors/Midshipmen: 1st Year: Upon completion of 1 year of service; 2nd Year: Upon completion of 2 year of service; 3rd Year: Upon completion of 3 year of service; 4th Year: Upon completion of 4 year of service; and 5th Year: Upon completion of 5 year of service; NOTE: Additional years of service are recognized by bronze star appurtenances up to 9 years – followed then by replacement of bronze stars with silver stars. Approval authority is unit CO.
