What is hoarding?. Hoarding is the acquisition of, and failure to use or discard, such a large number of seemingly useless possessions that it causes significant clutter and impairment to basic living activities such as mobility, cooking, cleaning, showering or sleeping..     4. How are they discovered? Neighbors Friends Family Outward appearance of dwelling Police/Fire Department

    8. Is it the town’s / city’s problem? Zoning Enforcement Local Health Department Local Building Official Local Fire Marshal Local Social Services

    9. What can Zoning do? Anti-Blight Ordinance or similar regulation “outdoor accumulation or storage of used or discarded materials, trash, rubbish, debris, building materials, inoperable motor vehicles…” $150 per day fine

    11. What can the local Building Official do? Inadequate means of egress. Inadequate light or ventilation. Access and clearances around Electrical and Heating equipment. Unsanitary conditions. Overloading of floor or attic joists. Inadequate heating or hotwater.

    23. What can the Fire Marshal do? CGS 29-306 Abatement of fire hazards. Dangerous accumulation of rubbish or any flammable material in any building or upon any premises Attempt to make home safe Administrative Search Warrant Arrest Warrant Repeat “offender” prevention
