    2. Committee Purpose Preservation of Pavements within the Commonwealth of Virginia using: Sound engineering principles Sound business principles of management Promoting better communications and understanding of the mission goals, and operating procedures in highway pavement maintenance.

    3. VDOT / Industry Committee Members

    4. Increased Rap Usage to 30% VDOT adopted a state wide specification allowing rap up to 30%. This has allowed for a reduction of PG binders necessary in a mix. Allowed for a change in binder properties reducing the need for PG 70-22. Allowed for reduced material storage at the plants. The change allowed for savings to be passed on to VDOT in bids received in 2008.

    5. Rideability Specifications A standing subcommittee continues to work on this specification: Strived to make sure that the specifications are uniformly adapted. Application of Rideability Specification Guidelines issued by Materials August 22, 2008. Support a uniform specification between Maintenance and Construction

    6. On Call Equipment or Paving In an effort to reduce the cost of pavement patching: Discussions with the districts have taken place regarding the cost effectiveness of this type of equipment rental work. A draft directive is being developed to reinforce the guidelines to be followed within each District. Separate contracts are being developed in response to patching needs.

    7. Milling Specifications allow for performance milling to effectively move the work ahead in an orderly fashion. However the quantity measurement for pay is ½”/sy for maintenance contracts compared to 1”/sy for construction contracts. JAPMC supports a consistent specification one that is uniform between maintenance and construction contracts.

    8. Lane Restrictions Within Districts several different restrictions may affect the hours of operations. Hour restrictions reduce production, extend the time frame of the contacts, and increase the cost. System Operations Regions map was provided to the industry to better understand those regions. On going discussions will continue regarding time restrictions.

    9. Continuing Items Striping issues - meeting project requirements due to traffic and specification requirements. Need for temporary pavement marking item. Portable signs and conversion to posted mounted signs. Review the requirements to make sure there is a cost benefit. CQIP reviews the affect that it has on projects.

    10. Continuing Items In an effort to better understand the reasons behind specifications or procedures and their impacts on pavements: Experts will be brought in to discuss issues related to specifications, traffic, and materials. It is imperative that cost benefit justifications be evaluated for all changes.
