  1. National Centers of Academic Excellence for Information Assurance Education and Training Program for 2 Year Institutions (CAE2Y) Criteria for Measurement Dr. Guillermo A Francia, III, Director Center for Information Security and Assurance Jacksonville State University

CAE2Y Designation • Program opened to nationally or regionally accredited community colleges. • Designation is for a National IA Education and Training Center of Excellence for 5 years. • Must meet each of the six criteria. • Letter of intent and a document verifying the 2-year status and national or regional accreditation must be sent to NSA.

  3. CAE2Y Benefits Added value to program via designation Students become eligible for DoD scholarships Access to DoD/DHS/NSF grant programs Graduates become certified NSA/DHS security professionals

  4. IA Courseware Certification • IA courseware must be certified under Courseware Evaluation Program. • Courseware must meet the Committee on National Security Systems (CNSS) Training standards. • Required: CNSS Training Standard 4011 • And at least one of the following: 4012,4013,4014, 4015, or 4016.

  5. Points Requirements • Total MINIMUM Point: 57 • Total MAXIMUM Points Available: 108 • MINIMUM POINTS REQUIRED TO QUALIFY AS A CAE2Y: 57 • Minimum points must be met for each of the 6 criteria.

  6. Criterion 1: IA Partnership(10/20) • Provide evidence of partnerships in IA education with 4-year schools or other Community Colleges. • Shared curriculum • Use of distance education for IA • Shared faculty on curriculum development • Access to IA practitioners

  7. Criterion 2: IA Student Development (14/28) • Program provides development opportunities for students that lead to a two year associate’s degree or certificate in an IA discipline. • IA program of study • Transfer agreement with 4 year institution • Agreement with high school to facilitate awareness training • Hands-on training or lab exercises • Participation in IA/Cyber competitions

  8. Criterion 3: IA as a Multidisciplinary Subject (10/15) • Program demonstrates that IA is treated as a multidisciplinary subject with elements of IA knowledge incorporated into various disciplines. • Evidence that non-technical students are being taught IA awareness (in Intro class) • Evidence that IA related majors require non-technical course of study (ethics, business, science) • Availability of non-credit/credit professional development courses

  9. Criterion 4: IA Outreach (4/10) • Program must demonstrate a strong collaboration with business, industry, government, and the local community. • Evidence provided in the form of a Strategic Plan and/or general IA Awareness Program description (example: flyers, letters from sponsors, etc), and/or workshop accomplishments.

  10. Criterion 5: IA Faculty (11/15) • Faculty assigned specifically to teach and/or develop IA courses/curricula/modules. • Identify by name faculty member with overall responsibility for the IA program • Identify by name additional IA faculty members teaching IA courses • At least one faculty with 9-hours graduate coursework in a related field

  11. Criterion 6: Practice of IA Encouraged Throughout the Institution (8/20) • Program demonstrates how the institution encourages the practice of IA, not merely that IA is taught. • Provide a link to the institution IA security plan and/or policies • Provide name, position and job description for person responsible for infosec • Provide evidence of the implementation of the institution IA security plan to encourage IA awareness throughout the campus

  12. Timeline • May, 2011 – Course mapping workshop at JSU. • August 30, 2011 – Submit course mapping for CNSS 4011 and CNSS 40XX. • October, 2011 – CAE2Y application preparation workshop • January, 2012 – Submit application for CAE2Y designation
