  1. PHAACO Public Housing Authority Aggregation Consortium

  2. What is PHAACO? • PHAACO is a loosely held organization made up primarily of Public Housing Authorities (PHA’s) • We banded together under the HUD guidelines to be able to provide services for one another, specifically in the area of energy.

  3. Why was PHAACO formed? • On November 29, 2000, HUD sent out a notification that stated that if PHAs wanted to join together to provide services, and/or secure services that would ultimately benefit the PHA’s and save money, they were free to do so without the worry of the procurement policies that normally bound PHA’s.

  4. What PHAACO is about • PHAACO follows procurement policy guidelines in the establishment of the initial service. The members are then covered under the PHAACO umbrella. • PHAACO works with PHAs, and other organizations, both large and small, to provide the maximum benefit of any service that we choose to provide or develop.

  5. “Tell me more about PHAACO!” • We have been in existence for seven years. • There is no formal board. • Every housing authority has an equal say. • Everything that is done is done through a voting process, and every member organization has equal weight with regard to their vote. • It does not matter whether the organizationis large or small, each has one vote.

  6. How many PHA’s are currently participating? • Currently, Fourteen PHA’s are participating in PHAACO. The fourteen housing authorities are: Stark, Portage, Lucas, Zanesville, Jefferson, Lorain, Cuyahoga, Cincinnati, DeKalb, Amsterdam, Gallia, Geauga, Akron and Harrison.

  7. What services has PHAACO provided? • We have given advice about topics such as, Performance Contracting.

  8. What is Performance Contracting ? Performance Contracting is a way to save PHA’s money regarding energy-related capital improvements. A Performance Contract is an agreement that HUD has to approve that may allow you to replace doors, windows, lights, appliances, and other energy related items.

  9. PERFORMANCE CONTRACTING (CONT) • The rolling base is frozen to pre-renovation levels. Savings and paybacks are calculated to show how much consumption and costs are being accrued. The savings are used to pay for the equipment, and associated costs.

  10. THE ADD-ON METHOD • There is also the Add-On Method (similar to performance contracting) that Stark has used four times successfully. With the Add-On Method, you get your energy saving equipment at no cost.

  11. We have held conferences on Energy and other issues that concern organizations. • We have partnered with organizations such as: The Office of Energy Efficiency (OEE) Housing & Urban Development (HUD) Rebuild America (RBA) Dominion East Ohio Gas The National Center for Appropriate Technology (NCAT) Columbia Gas Key Bank Affordable Comfort First Merit Bank Oakridge National Labs (ONL) Ohio Edison and a multitude of other organizations, both public and private.

  12. Utility Purchasing • We are purchasing our gas from an independent company, and we purchase electricity in New York for our members there.

  13. What other types of services does PHAACO provide? • Some of the services that PHAACO has been asked to provide are: • energy auditing, • utility tracking software, • utility rate and tariff analysis, • energy software, • ESCO advice, and • energy service contract negotiation company advice.

  14. What other types of services can PHAACO provide? (cont) • Purchase of Natural Gas and Electricity • Engineering Services (HVAC, Electrical) • Resident Training • Staff Training • Presentations • Electronic Forms Conversion • Monitoring and Verification Services • PHAACO can provide assistance relative to performance contracting, general consulting for various subjects, and regulation advice

  15. Because PHAACO consists of different size HA’s, various needs can be addressed.

  16. Some of the other services that we would like to provide will be: Cost Analyses, and General Contracting Services. • We are considering putting a utility tracking system on the Web with security features. This will accomplish 2 objectives: It will make completing the required HUD forms easier. Organizations would have instant access to detailed energy data and reports.

  17. How can you join PHAACO?

  18. There is an application that must be filled out and signed by the Executive Director or the person designated to make such decisions.

  19. Once the application is signed, you are automatically included into the group. There are no obligations or requirements that have to be in place. • You can end your membership by giving a 30 day written notice.

  20. ARE THERE FUNDING REQUIREMENTS? • There are no funding requirements regarding membership. It is a free organization. We do not foresee any membership costs.

  21. How often does PHAACO meet? • We meet on a quarterly basis. In the past, we have written grants, to cover the cost of transportation for those who attend meetings.

  22. How does PHAACO secure funding? • We have written grants to the Office of Energy Efficiency. • Another way that we are generating funding is by receiving reimbursements from new accounts from our energy broker.

  23. Since partnering with such diverse groups, we have learned that there are loans available through the Ohio Department of Development (ODOD) with zero to 2% interest rates. Funding is also available for weatherization efforts. • These resources could aid in improving housing stock in residences, PHAs, Colleges and Universities.

  24. What are PHAACO’s goals? • PHAACO wants to positively impact perceptions the public has about PHAs. • We want to partner with other organizations who share our concerns regarding high energy costs, and are committed to improving efficiency as a means to a more cost effective, comfortable environment for it’s constituents. • We want to improve fiscal accountability by providing solutions to energy problems.

  25. We are looking to grow and we are pleased with our progress so far. We have saved lots of money for the housing authorities that have participated in PHAACO. Reports are available to show our savings.
