Purpose, Benefits and Status ARS Developed Systems • HRIS – REE-wide • Reporting available internally and to our customers • Dissemination of HR/Employee Information • In use. • PATS – HRD, REE-wide • Personnel action and vacancy tracking available internally and to our customers • Workload assessment • HR action reporting (e.g. 45 day hiring, HR employee workload, action status reports, etc.) • In use.

Purpose, Benefits and Status ARS Developed Systems • FINDIS – HRD and ARS Area Ethics staff • Used to identify and track the financial disclosure reporting of REE employees • Allows generation of reports for the Dept • In use. • OWCP – HRD • Used to track cases and generate reports to assist with the management of the OWCP cases • In use.

Purpose, Benefits and Status ARS Developed Systems • Leave Transfer System – HRD • Used to track, manage and report on the REE Leave Transfer Program • In use. • RPES – HRD • Tracking/management system for the RPES program • In use • Awards Tracking System – HRD • Logs and generates an awards case number • Allows users to generate reports • Currently undergoing conversion to MS Access from FOCUS 6.

Purpose, Benefits and Status ARS Developed Systems • OPF Tracking System – HRD • Used to log-out and log-in OPFs to enable management of the OPFs in the file room • In use • Orgcode Tracking System – HRD • Used to track and manage organization changes, generate orgcode reports, and generate notices to NFC for table changes to support organization changes within agencies. • In use

Purpose, Benefits and Status ARS Developed Systems • e-PMS – REE-wide • Management of the performance appraisal process in the REE agencies • Online development of standards using pre-developed elements/standards or locally created standards • Ability to set required standards by occupation • Online rating and reviewing of employees • Online access to enter performance accomplishments throughout the year • Functional requirements developed. Pending implementation of e-OPF to proceed with further development

Purpose, Benefits and Status Externally Developed Systems • Monster Government Solutions Hiring Management – HRD, Supv/Mgrs, Applicants • Automated staffing system • Electronic receipt of application • Electronic rating/ranking of candidates • Electronic issuance of certificates • Once integrated into business processes, can reduce hiring timeframes and enables handling of larger volume of actions and applications without concurrent augmentation of staff resources • Implemented in CSREES. Continuing implementation in ERS and NASS. Piloting in ARS.

Purpose, Benefits and Status Externally Developed Systems • e-OPF – HRD, REE Employees • Conversion of paper OPF to electronic OPF • Provides for electronic management of OPF throughout the Federal Government • Employees and HR specialist have electronic access to folders • Implemented the electronic receipt of SF-50’s from NFC in pay period 1 of 2006. We will continue to distribute hardcopy to employees, but won’t have to file in OPFs. The paper files have been scanned and are undergoing verification for accuracy. Employee access will be phased in with initial access given to AFM employees in May 2007.

Purpose, Benefits and Status Externally Developed Systems • USA Jobs Vacancy Builder – HRD, Applicants • Vacancy builder on the USA Jobs website • Developed by the OPM to give Federal Vacancy Announcements a common, user friendly look and feel • Implemented in October within REE* *For organizations using Monster Government Solutions Hiring Management (MGSHM), that vacancy builder is used vs. the USA Jobs builder. MGSHM communicates with USA Jobs to publish the announcements.

HR Line of Business (HRLOB) Externally Developed Systems OPM Lead Effort • Not a single system, but a single service provider using one or more systems to provide service • Concept: 5 approved shared service centers that will provide a select set of services based on criteria defined by OPM and agencies, for all Federal agencies. Agencies choose a service center and the services the SSC will provide to them. • More economical for the Government (economies of scale) • Consistent processes • More efficient handling of certain activities • The National Finance Center (our Personnel/Payroll center) has been selected as one of the 5 service providers.

  14. Overall HRD Systems Program • Enhancements • Work on HRIS enhancements scheduled to begin in June • Developing a proposed schedule for other systems enhancements • Webpage published with systems information and login links
