  1. Role of Caste in Politics of India MandalCommission;Article 16(4)

  2. Mandal Commission(M.C.) The Morarji Desai Govt. appointed the 2nd Backward Classes Commission under the chairmanship of B.P. Mandal (M.P.), in terms of Article 340 to investigate the conditions of the socially and educationally backward classes.

  3. M.C. contd… • The commission submitted its report in 1980 and identify 3743 castes(52% of total population) as socially & educationally backward classes.

  4. V.P. Singh Government On 7th Aug 1990, the V.P. Singh Government declared reservation of 27% government jobs for OBCs.

  5. Mandal Case 1992 and Supreme Court • In famous Mandal Case(1992), SC upheld the constitutional validity of 27% reservation for the OBCs under Art.16(4).

  6. Creamy Layer • Creamy Layer(an annual income of ₹8 lakh): It was introduced in the Supreme Court's IndraSawhney judgment , delivered by 9Judge Bench on Nov 16, 1992. The income criteria is usually reviewed every 03years.

  7. NCBC during Modi Government • The 102nd Amendment Act(a new Art inserted in 338-B) of 2018 conferred a constitutional status to National Commission for Backward Class(1993).

  8. Caste Politics and Caste Census • Opposition has insisted that there is need to know the current status and number of different castes for any changes in ongoing policies.

  9. Reservation & Inclusiveness • For any political system to be legitimized and stable , representation of peoples from different identities(caste, sex, religion etc.). • If they are being represented(included) in different in government institutions , there should be affirmative action like reservation for inclusiveness.
