Session Abstract The dynamic health care market demands a nimble, responsive state health department that can protect, provide and pay for health care services.  The Louisiana Department of Health and Hospitals is leading major, strategic innovations in the state to improve the health of its residents.  Secretary Kliebert will share one example of how the use of GIS informs policy decisions with emphasis on Aging in Place.

Managing Smarter • Continue modernization of Vital Records office to better serve residents • Streamline Louisiana’s health inspection process • Modernize Louisiana’s public health laboratory operations • Modernize Louisiana’s Medicaid systems • Realign Medicaid administration to better manage today’s program

  7. Promoting Independence • Develop and implement a managed system for Long-Term Supports and Services • Expand successful Coordinated System of Care (CSOC) to statewide implementation • Implement community system transformation for people with developmental disabilities

This artificially masks a low birth weight hot spot (right image). Census Tract aggregations create a “modifiable areal unit problem”.

  14. Building the Foundation: Network Adequacy Adequate coverage of a population applies generally to many use cases. Simple buffers indicated only 5% of a target population were not within 30 miles of these Hospitals. A more detailed analysis using road networks revealed twice as many (10%) were not adequately covered.
