Research area nr 1: Development & Validation (DELI) Focus Water pool Focus • Major parts: • Pool behaviour (DELIPOOL): • Experiments and analyses (CFD) on flows, particle/bubble transport, dynamics. • Extension of the experimental database for CFD validation. • Melt behaviour (DELIMELT): • Ex-vessel melt behaviour, with coupling to vessel failure. • Other possible items: fission products, hydrogen, accident management tools, etc. • Others to be considered based on research proposals: • E.g., structural aspects (”DELISTRU”), newsafety analysis (”DELINEWS”)… • Key benefits: • Focus on current issues of potential safety-technical relevance. • Research and educational attraction: challenging phenomena, new methods (CFD), and experimental (=real) observations. • Support for the Nordic experimental facilities and analysis network. • Efficient startup: • DELIPOOL to be based on pool-related efforts launched, e.g., by the Nordic BWR operators and by the regulators (including national research programmes). • DELIMELT to involve some continuation of previous NKS work, and a fast identification of potentially new questions to be examined. Research area nr 2: Management and Organisation (MANGAN) Focus Decision making • Major parts: • Decisions and activities during operation and shutdown (MANGANOS) • Critical decisions on different organisational levels; • Critical actions during shutdown conditions; • Design and technology (MANGANES): • Inspection and testing metods, e.g., for structures and automation devices; • Control room design, including operator information in general. • Others to be considered based on research proposals: • E.g., interface issues and requirements specification in projects (”MANGANIP”),new analysis methods (”MANGANEW”)… • Key benefits: • Focus on current issues of safety management relevance. • Research and educational attraction: application and development of evaluation methods in practical cases (”close to the applications/users of results”). • Support for the Nordic networking and information exchange. • Efficient startup: • Early ensurance/commitment of the availability of current expert(i)s(e). Background to the First Call for Proposals • A long preparation process for the NKS-R framework • Start in summer 2001. • Several discussions in different occasions. • Several presentations in different meetings. • First Call for Proposals (through e-mail and on the NKS homepage) • Advance notice in December 2001. • First Call for Proposals in late January 2002, deadline 20 Feb 2002! • Handling of proposals: • Standard template. All proposal makers used that. • ProgramManager (TimO) filled in the evaluation and sent this immediately back to the proposal maker(s). Some more iteration in some cases. • Status briefing to the NKS bureau on 26 February 2002. • ProgrammeManager recommendations sent out to the proposal makers (summary table and these status slides) on 27 February 2002. • NKS board meeting on 19 March 2002: • Status information sent out to the board, via e-mail, on 27 February 2002. • Clear recommendation categories: direct start, little later, and to be reconsidered.

Group RED – PrgMan recommends ”direct start” • Proposals • In direct agreement with the NKS-R framework (v1.0). • Results • Activities give results already this year. • Results are of direct interest to end users. • Nordic dimension: • In each activity, at least two countries are involved. • The whole set of foreseen activities should cover all countries. • Particular merits: • Preparing for the future NKS-R work to come, within a prioritized topic (DELI or MANGAN) – including network building and clarification of different interests (”going around”).

  14. Group GREEN – PrgMan recommends ”little later” • Proposals • In good agreement with the NKS-R framework (v1.0). • Some unclarity, e.g.: • The best workshop timing yet to be decided. • Combination of different workshop proposals to be considered. • More networking (across the borders) to be aimed at. • Use of NKS funds to be refocused.

  15. Group BLACK – PrgMan recommends ”to be reconsidered later” • Some problems, e.g.: • The research topic in question is not in accordance with the NKS-R framework (v1.0). • No networking/cooperation across the borders. • The NKS funding level is high in comparison with the priorisation of the topic in question. • …but there may still be possibilities: • Coordination (possible fusion) with another, more favourable activity, may change the situation. • Proposal may be improved. • Proposal may be more suitable for the NKS-B framework. • Also the NKS-R framework could be later modified. • All proposals saved – they need not be resent (but may of course be updated) in another Call for Proposals.
