Terminal Learning Objective • Action: Understand the Procedures, Repercussions, and Procedures of Rescinding a Declination of Continued Service Statement • Condition: Given AR 601-280, DA Form 4991, AR 635-200,and EMT 19-02 • Standard: Understand the regulatory guidance and procedures associated with a DCSS.

  4. Use of da form 4991(AR601-280, 4-10) • Soldiers, other than those in their initial term, having 4 or more years of service for pay purposes at ETS must take • Ineligible due to Chapter 3 • Soldiers without Sufficient Time to Complete an Unaccompanied Tour • Within 90 days of ETS • Alerted from CONUS to OCONUS Movement

  5. Execution of dcss (AR601-280, 4-11) • DA Form 4991 Will be Initiated After a Soldier has Been on Assignment Instructions for More Than 7 Days but Not Later Than 45 days from EDAS Transmittal Date • DA Form 4991 Will be Sent 3-working-days Before the Suspense to the Commander or First Sergeant to Allow Completion of Counseling Requirements

Execution of dcssCommander or 1sg responsibilities • Non-promotable Status • Prohibited from Reenlistment or Extension • Reentry into the RA for a Period of at Least 93 Days (ETS),and at Least 2 Years if Voluntarily Separated • Rank Determination from HQDA • Not eligible for Separation Pay • Can’t Apply to Become a Commissioned/Warrant Officer • No Consideration by HQDA for Centralized Selection for Promotion/ Advanced Schooling • Eligible to Request Voluntary Separation Under the Provisions of AR 635–200 • Eligible for Other Assignments (CONUS and OCONUS) if can Fulfill SRR.

VoluntarySepAration(AR 635-200)16–4 Non-retention on active duty • Separation Under this Paragraph will Occur No Later Than 90 Days After the Soldier Receives Pre-separation Counseling as Required by Law (see 10 USC 1142) • Approved Requests for Separation Cannot be Withdrawn • Soldiers Separated Under this Paragraph will be Characterized as Honorable

  13. withdrawal of DA Form 4991(AR 601-280,4-13) • Fully Justified • Requests will have the following: • Copy of DCSS • SRB • Command Recommendations (DA Form 3340) • Timeline (AR 601-280)- • CONUS - not later than 90 days before Soldier’s ETS. • OCONUS - not later than 90 days (120 days for SFC, 1SG/MSG, and CSM/SGM before rotation date. • Approval SUSPENDED

  14. Emt MESSAGE 19-02 • DCSS: • Must Be Eligible for Discharge for the Purpose of Continued Service IAW AR 601-280 and Must be Otherwise Qualified for Continued Service. • Locks in for a Minimum of 48 Months Regular Army • Erroneous DCSS: • Memorandum on “why” • Soldiers with an Erroneous DCSS will have the “9Q” Removed without a Reenlistment/Extension Requirement. • Initiate the 4187 and Soldier’s Signature not Required.
