Blue Growth at EU level • Five focus areas (Communication of September 2012) • maritime and coastal tourism • ocean energy • aquaculture • marine biotechnologies for pharmaceuticals and cosmetics, and • marine mineral resources • Communication on maritime and coastal tourism (end 2013/early 2014) • Communication on ocean energy (Nov. 2013) • Strategic guidelines on Aquaculture • Future impact assessment on blue-biotechnology

Blue Growth in sea-basins • DG MARE Studies on blue growth potential at country level (MS, candidate and potential candidate countries) and possibilities for sea-basin cooperation thereto.. • Research work on-going with respect to the Mediterranean, Adriatic and Ionian and the Black Sea (to be presented tomorrow). Added-value: Possible framework for MS to devise cooperation priorities and projects under the 2014-2020 EU funding programmes or other

  6. Proposal for a Directive on Maritime Spatial Planning and Integrated Coastal Management

  7. Problem definition: Why? Increasing and uncoordinated use of coastal and maritime areas → Competition for space, conflicts → Inefficient and unsustainable use of resources → Suboptimal business climate for investors Essential to ensure optimal distribution of maritime space among relevant stakeholders & coordinated management of coastal zones → Full potential of concurrent activities → Lower costs: exploratory research, transaction, operations, … → Increased legal certainty

What? • MSP → draw up plans to identify the most effective utilisation of maritime space for different sea level uses (human activities, protected areas, …) • ICM → ensure that management or development decisions are taken coherently accross sectors • Complementary tools, geographic overlapping : plan and manage • Coordination • Common approach for implementing maritime spatial planning in EU waters, bearing in mindregionalparticularities

How? • Establish a framework for effective implementation of MSP & ICM (Art.1) • Ecosystem-based approach (Art.5) → Ensures protection of natural resources, i.e. basis for the activities • Not sector-specific, covers all areas of the TFEU impacting on coasts and seas (energy supply, transport, fisheries, environmental conservation, …) (Art.5,7,8) • Cross-border cooperation: Coherent and sustainable processes for MSP and ICM between Member States (Art.12) and with third countries (Art.13) • Legally binding approach → predictability, stability, transparency, timelines

  11. 12th FEMIP Conference on the Mediterranean blue economy (April, Athens) • Tripartite initiative EC-EIB-IMO; • Ministerial participation; • Interest in maritime clusters and exchanges on maritime training

  12. 12th FEMIP Conference FOLLOW-UP • DG MARE study on maritime clusters in the Mediterranean and Black Sea (Launch Nov. 2013) Objectives: map of existing clusters, identify strengths and weaknesses (focus groups), feasibility of cluster concept in sub-regions, stakeholder workshop. • DG MARE study on networking of maritime training academies and institutes in the Mediterranean (currently planned for 2014) Objectives: Assessing options of setting a network in motion (even at a smaller scale, e.g. 2 countries?), organising one or more working sessions.

  13. Virtual Knowledge Centre on marine and maritime affairs in the Mediterranean Concept: A single reference point for those interested in marine and maritime-related issues in the Mediterranean region. State of Play: • Feasibility work on-going by the IMP-MED project team; • First inventory carried out; • Discussion on next steps required

Other key initiatives • Launch of process for an EU Strategy for the Adriatic and Ionian Region (EUSAIR) • National workshop on Blue Growth – Spain, May 2013; • Mediterranean Coast Guard Functions Forum 2013 – Spain, June; • Mediterranean regions: finalisation of the MAREMED project, Bologna Charter & declaration on Blue Growth; Strategic call MED programme • Publication of study on maritime zones in the Mediterranean (July 2013)
