  3. Successful model of public-private partnership Don’t change something that works! Bulgaria is unique in EU with well developed infrastructure competition • 600 active ISPs all of them with their own infrastructure (CRC annual report 2012) • at least 3 competing ISPs in each municipality city center • above 95% 3G networks coverage Wholesale market of high-quality services is highly competitive • Speeds are going UP while prices going DOWN • 70 providers of capacity (CRC annual report 2012) • Capacities are practically unlimited • The quality is constantly improving Private infrastructure is ready to be the backbone of the e-governance as of… yesterday • all public authorities are currently using operators’ wholesale services • security is guaranteed (all banks in Bulgaria use this model for years with no security breaks) • economy of scale that hardly be gained by public networks management
