Pilot Status • Pilot mailings started on May 4 for two MLOCR inkjet mailers and added third mailer on September 12 • Prudential (4CB): 67 FCM jobs, 2,472,039 pieces • PSI (PLANET Code): 46 FCM jobs, 182,793 pieces • ZipSort (Unique 4CB): 11 FCM jobs, 13,982 pieces • Using piece scan data to verify: • Mailpiece Count • Presort Errors • Minimum Piece Count per ZIP Group • Barcode Quality • Barcode Validity

Preliminary Findings Data collected through the pilot indicates that Seamless Acceptance is possible. • Electronic Documentation Quality • All mailers have substantially improved their manifest quality • Piece counts differences between files are below 1% from 2.5% in August • Tray associations are nearing 100% • Mailpiece Counts • Increases in scan rate allow accurate determination of the number of manifested pieces • Presort Errors • Errors caught by MERLIN are also found by SAVP • Barcode Quality • Declines in barcode quality lead to corresponding declines in scan percentage • Barcode Validity • Average 1.5% to 2% invalid POSTNET

Mailer Participation Developing a Seamless Acceptance Process Document: • Provide electronic documentation via Mail.dat or Web Services that includes: • For each ZIP group (logical tray), a piece count by: • Destination, Presort Level, and ZIP Code • For each physical tray • Unique Tray ID (EDL) • For each piece • Unique 4CB • Presort Level • BEI in the Permit/IBI applied to the piece

Mailer Participation (cont) Developing a Seamless Acceptance Process Document: • Universally apply appropriate barcodes • Mailpieces: Unique 4CB including delivery point • Tray: Unique EDL • Pallet (Optional): Surface Visibility Mailer Pallet Barcode • Register Permit Indicia to ensure uniqueness • Use BEI exclusively on Seamless Acceptance mailings

Business Entity Identifier (BEI) Participants in Seamless Acceptance will need a Business Entity Identifier (BEI). • BEIs can be 6 or 9 digits • Large mailers will receive 6 digit BEI, all others will receive 9 digit • Given to any customer type (i.e. mail owners, mail producers, mail preparers, etc) • Seamless Acceptance participants must obtain a BEI used exclusively for Seamless Acceptance mailings • Used to uniquely identify Seamless Acceptance participants • Used to distinguish Seamless Acceptance pieces from other pieces for that customer in the mail stream

Next Steps The pilot will be expanded and continued to verify initial results and incorporate additional data. • Deploy Postage Payment for First-Class Mail (Dec.) • Begin testing 4CB with delivery point application • Validate Move Update through OneCode ACS • Include additional piece scan data • 2D Meter Barcode Scans • Mailpiece dimension data • Integrate Tray Weights and EOR data • Determine appropriate tolerances for each verification element • Explore postage assessment approach
