  2. Step 1 申请加密终端 首先需向所在省新闻出版局提交《领取中国记者网加密终端申请表》； 省新闻出版局初审通过后将申报材料报送新闻出版广电总局新闻报刊司； 通过审核的新闻机构，新闻报刊司将为其制作加密终端并邮寄回各省新闻出版局； 新闻机构自行前往所在省新闻出版局领取加密终端； 在中国记者网上提交申领记者证的记者电子材料；

  3. Step 2 提交申领材料 办理记者证提交以下书面材料： 《领取新闻记者证登记表》（仅第一次办理需要） 《领取新闻记者证人员情况表》 申领人的身份证复印件（18位身份证号码，须双面复印） 毕业证、学位证或结业证复印件 培训合格证复印件 聘用合同复印件（在编无需提供） 特别说明：如总编、主编等通过主编岗位培训，必须到当地培训机构开具“免培”证明后才能申领记者证。

  4. Step 3 领取新闻记者证 中国记者网可查询记者证申请审核进度； 待新闻出版广电总局新闻报刊司审核状态显示通过后，可前往省新闻出版局领取新闻记者证。
