  24. Principles in national reporting 1 Principles in line with the EC Guidance document on reporting • The report shall cover water intended for human consumption. • Reporting shall be kept as simple as possible. • Data should be presented in an easily understandable format. • The data to be submitted by MS to the COM shall be the minimum necessary to demonstrate compliance with the DWD. • MS are responsible for the accuracy of the data and for reporting to the COM. • Reporting shall be in an electronic format. In context with WISE a long term aim for MS will be to store information in national databases accessible through the internet by the COM (and consumers, regional authorities …).

  25. Principles in national reporting 2 • MS shall aggregate regional or federal reports into a national report. In Germany the Länder are in charge of enforcement of the Drinking Water Ordinance. This means that the (16) competent highest Länder authorities are the enforcement authorities (not the federal ministry). Adoption of GD to national responsibilities and requirements for reporting in line with the EC regulationsand the national (federal) specifics

  26. Principles in national reporting 3 Principles in line with the national specifics • The Länder are responsible for the accuracy of the data and for reporting to Federal Ministry for Health • The Federal Environement Agency is the addressee for the information on derogationsand for the reports about drinking water quality. • In line with requirements of DWD, Guidance document (and TrinkwV 2001) the Länder authorities inform on water supply zones (WSZ) >1000 m³/d or >5000 persons in EC format. • For the purpose of reporting a water supply or water supply installation is a WSZ (under Annex II Tab. B1 Note 1 DWD). Domestic distribution system (under TrinkwV 2001 a descrete water supply installation) is part ofWSZ.

  27. Principles in national reporting 4 Principles in line with the national specifics • Data on water quality (to be submitted by Germany to COM) shall to be in compliance with DWD (i.e. DWD parameters, monitoring frequencies according to DWD, allowance for reduction of analyses required under DWD).

  28. Topics in national reporting Topics in national reporting Reporting formats are defined trough tables • Tab 1: General information on drinking water supply arrangements • Tab. 2: Information on WSZ not compliant with the monitoring frequency • Tab. 3a: Summary information on drinking water quality in WSZ • Tab. 3b: Information given on product specified parameters Acrylamide, Epichlorohydrin and Vinylchloride • Tab. 3d: Information on results of all investigations in case Clostridium perfringens is not compliant • Tab. 4: Information on (each) non-compliance of drinking water in WSZ; including those covered by a derogation • Tab. 5-7: Codes (for non-compliance, remedial actions and timeframe of corrective actions • Tab. 8 and 9: Reorting on drinking water quality to the public: Type and location of information available

  29. Table 1 (General information on WSZ, water sources, authority) • Water sources • % groundwater, surface water and other sources andere • Website address for public acces to the database of the Land • Name, addresse, contact person of the State authority

  30. Table 2 (Annual monitoring in water supply zones not compliant) The number of analyses required takes account of all allowances for reduction in accordance with TrinkwV 2001 provided that the number of analyses cannot be shown in accordance with the DWD.

  31. Table 3a (Summary information on drinking water quality in WSZ) - The number of analyses required takes account of all allowances for reduction in accordance with TrinkwV 2001- Non-compliance in reference to DWD parameter value

  32. Table 3b (Information given on the three product spezified parameters) Acrylamide, Epichlorohydrin and Vinylchloride don‘t have to be analysed in water, but the parameter value must be calculated according to product specification of corresponding polymer in contact with the water.

  33. Table 3c (Further optional comments from the relating to Table 3a)

  34. Table 3d (C. perfringens)

  35. Table 4 (Information on non-compliance of drinking water in WSZ) - All results non-compliant with DWD parametric values are to report including those covered by a derogation. - Codes (for non-compliance, remedial actions and timeframe of corrective actions) set out in separate tables

  36. Table 5 (Codes for causes)

  37. Table 6 and 7 (Codes remedial actions, timeframe)

  38. Informationen on derogations in accordance withArt. 9 of the DWD and Section 9 TrinkwV 2001(only for chemical parameters) Reporting on derogations is not (only) part of the reportand separate forms are provided for this purpose.

  39. Informationen on derogations in place in accordance with Art. 9 of the DWD (only for chemical parameters)

  40. Information on derogations in place in accordance with Art. 9 of the DWD (only for chemical parameters) Principle construction of form D1 – D3 - Water supply zone Name of WSZ Geographic coordinates Resident population of WSZ Population concerned Total volume of water supplied - Responsible authorityName, addresse, contact person Remarks to parameter and grounds - Parameter concerned - Value fixed for derogation- Start and end date of derogation - Number of analyses- Relevant monitoring results: Min., Med., Max. - Grounds for derogation- Description of proposed remedial action, including timetable - Proposed monitoring scheme

  41. Informationen on derogations in line with TrinkwV 2001 • TrinkwV 2001 defines water supply installations • from which more than 1000 m³/year (>2,7 m³/day)of water are supplied • from which not more than 1000 m³/year(<2,7 m³/day)of water are supplied Land informs the UBA/BMGon any first, second or third derogation concerning an WSZ > 2,7 m³/d UBA/BMG inform the COMon any first derogation concerning an WSZ >1000 m³/d or 5000 p.on any second or third derogation concerning an WSZ >10 m³/d or 50 p.

  42. Summary 1 Format for Reporting 1. Information (by local authorities) on derogations(to land authorities) from land authorities to Federal Environment Agency/Federal Minsitry for Health in line with section 9 TrinkwV 2001 concerning WSZ >2,7 m³/d From Federal Minsitry for Healthto KOM in line with Art. 9 DWD1. derogation WSZ >1000 m³/d or >5000 persons2. or 3. derogations WSZ >10 m³/d or >50 persons 2.
