Component I - items • Role, independence, budget of the NRA, separation of administration and the regulatory authority; • NRA’s regulatory powers and competences within the SMP framework: • Data collection; • Market definition (3 criteria test); • Market analysis; • Remedies and their imposition; • Licensing Regime; • Information Society (universal service: scope costing and financing); • Infrastructure sharing; • Consumer protection (complaints, quality of service, net-neutrality); • Radiofrequency spectrum management; • Broadband including access promotion.
