So, what's new? • The remaining money has been ring-fenced [£237m] • There is still £30m capital for IT ‘support’ • National care service funding review planned • Latest national survey indicates rather slower take up of personalisation than expected – 30% target unachievable? • Variable target operating models emerging in the service • IT suppliers ‘slowing down’? • Up to ten councils out to tender for new system, but not much in the way of personalisation components

Supplier Concerns • Re-balancing the risk, perhaps through some degree of national funding, so that the suppliers feel that they are not unfairly carrying most of it • Having more targets and standards defined, to help them develop better, for the future shape of social care. For example, establishing some form of ‘design authority’ to agree the common systems requirements would be extremely helpful and good value for money • To have a more measured and less frantic approach to procurement, which is more timely and cost effective for all • Working more closely with the service to get a better insight into major issues in a more timely fashion, and to share with the business their difficulties and technology opportunities. pb/ppf

What the suppliers think you want support for: • The shift from assessment, to care and support planning; • The ‘new order’ of the citizen exercising choice, based on access to reliable information, and which might include them holding personal electronic care records which could need interfaces with council case management and financial systems   • A new style of cost effective customised services so that transactions with customers and their representatives are as efficient and detailed as possible, particularly where there are multiple funding streams, many potentially outside of traditional council operations, with differing payment methods and reconciliation processes involved. pb/ppf
