  3. Objectives of the trainingsession • To outline your duties as a canvasser and the main stages of the canvass • To provide background on the purpose of and legal requirement for the annual canvass of electors • To ensure that you are confident about all aspects of your role

Purpose of the canvass • The Electoral Registration Officer (ERO) has a statutory duty to prepare and publish an electoral register each year • Publication of register of electors (by 1 December/ or 1 February in case of an election during the canvass) • Aim of the canvass and house-to-house enquiries is to ensure that all eligible residents are registered and that those who are no longer resident are removed from the register • Rolling registration (January to August)

  5. Legal requirement • All householders must by law provide the requested information • The information requested is essentially “Who resides at the address on 15 October [insert year]?”

  7. The role of the canvasser

What you need to do • Between now and [specify date], visit all the households for which you have a canvass form and: • obtain a correctly completed form • if no answer - return at a later time/date • if still no answer - leave form and envelope at the property, along with our standard letter and mark your canvass list accordingly

Information required –The annual canvass form (1) Address panel • Pre-printed with address details • Make any corrections to the address, if advised to you by the householder – e.g. postcode • If you have to use a blank form (e.g., new property) please fill this part in, including the polling district letters

Information required –The annual canvass form (2) Section 1 - Names • Make sure any pre-printed names are correct, and cross out or amend any that are incorrect. • Add any names as appropriate • You must ask for the information required in each column • Nationality • Jury Service (over 70s) • Edited Register (opt out) • Postal voting application form

Information required –The annual canvass form (3) Section 2 – 16 & 17 Year olds • Always ask if there are any 16 or 17 year-olds living at the property • You must ask for the information required in each column • Nationality • Date of birth • Edited Register (opt out) • Postal voting application form

  13. Information required –The annual canvass form (4) Section 3 – Not entitled to register • Property obviously empty on 15 October • Business premises • Foreign nationals (other than European Union or qualifying Commonwealth citizens) • Record the reason for non-entitlement in this section.

  14. Information required –The annual canvass form (5) Section 4 – Signature • This form must be signed by the person supplying the information. • DO NOT sign on behalf of the occupier.

New properties • You can play an important role in identifying “new” properties • If you think you’ve found a new property - check your list of properties against the actual buildings • If a new property (or conversion) is identified and it is not on your list, obtain information as to occupancy and update your list with the property information.

Potential risks • Dogs and other animals • NEVER go into anyone’s house if you are on your own – ask them to contact the registration office for assistance if necessary • Let someone know where you are going and what time you expect to be home. • Walk away from verbal abuse or aggression • Report any incidents to your Ward Supervisor / Electoral Registration Officer

Out of Hours helpline • Between xpm and xpm on weekdays and xam and xpm Saturday/Sunday there will be a contact number available for queries. • 01234 567890 • This number will be staffed by office staff; we advise that you restrict your working hours to match these. • Members of the public can also call this number to check that you are working on council business.
