Authority/Responsibility MPOs are designated for urbanized areas to carry out the 3C process that includes…. development of a transportation system to serve the mobility needs of people and freight, including accessible pedestrian walkways and bicycle transportation facilities…(23 U.S.C. 134) There are 26 MPOs in the State of Florida

  3. Authority/Responsibility cont’d Responsibilities are implemented through: Long Range Transportation Plans Transportation Improvement Programs Congestion Management Processes Public Participation Plans Unified Work Program

  4. Authority/Responsibility cont’d The MPO planning process shall address the following factors: Safety of the system for motorized and non-motorized users Security of the system for motorized and non-motorized users

  5. Authority/Responsibility cont’d The MPO’s Long Range Transportation Plan shall include existing and proposed transportation facilities including pedestrian walkways and bicycle facilities that should function as an integrated system.

  6. Authority/Responsibility cont’d The MPO shall provide… representatives of users of pedestrian walkways and bicycle transportation facilities with a reasonable opportunity to comment on the transportation plan.

  7. Authority/Responsibility cont’d The TIP shall include trails projects, pedestrian walkways and bicycle facilities proposed for funding under 23 U.S.C. and 49 U.S.C. Chapter 53. The MPO shall annually develop and publish a listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which funds were obligated in the preceding program year.
