GOALS AND PLANNING ORIENTATION - Continue to development programs of vegetables, fruits, flowers and ornamental plants based on taking the advantages of the climate conditions, diversified ecological conditions (tropical, subtropical, temperateness) of the regions in combination with improving gardens, intensive cultivation of the present garden with planting new trees in the direction of specializing production, using advanced, eco friendly technology; to meet the more increasingly demand of domestic consumers and for export. - Focus on development of fruit trees having a competitive advantage, including a number of key fruit trees for export such as banana, pineapple, longan, dragon fruit, mango, grapefruit, litchi, star apple, etc.

  3. GOALS AND PLANNING ORIENTATION - Produce products sticking with the market’s demand, promote production and process of products with greatly value added in order to compete in the domestic and the world’s market. In the upcoming, for vegetables, flowers and ornamental trees, it should be attached importance to Asian-Pacific markets, in particular, including some countries as per China, Taiwan, Korea and Japan; while for pepper the European market should be attached importance to.. - Produce fruits and vegetables shall be based on application of high technology, firstly, the production process should be implemented in the direction of good agricultural practices (GAP) and application of advanced post-harvest technology in order to improve quality, ensure food safety, decrease products’ price, compete with importing products in the domestic market and promote the product export; build the trademark on the basis of ensuring quality, quantity and reputation on package, branch, delivery service, building development strategy for the domestic market to be a basis to export as well as enhance to spread Vietnam's fruits and trade promotion. In the period 2010-2020, besides meeting domestic demand, export turn-over of Vietnam fruits and vegetables strives for USD 1.2 billion / year.

  4. GOALS AND PLANNING ORIENTATION - Develop fruit and vegetable production sticking with the vigorous shift in the rural and agricultural economic structure towards industrialization and modernization on the basis of promoting the comparative advantages of each region, in accordance with the needs of market, expanding the domestic market and following a strong orientation to export . Innovation of reasonable vegetation production structure to increase productivity and the value cultivated per unit of area, development of preservation and processing industry, ....etc and services of input supply, output settlement for vegetation production at the rural areas, contribute to the development of sustainable production and improve the living of farmers and rural population.

  5. GOALS AND PLANNING ORIENTATION - Develop fruit trees towards the development of areas specializing in the growing fruit trees to produce a sufficiently large enough quality of production with high, uniform qualityto meet all requirements of the market on the basis of promoting the advantages and the potential of each crop in each region. Concentrate on the development of fruit trees with competitive advantages, including the number of key crops for export such as Dimocarpus Longan, Thanh Ha Litchi, Green Orange, Dragon Fruit, Hoa Loc Mango, Nam Roi Pomelo, Litchi, Star Apple and Mangosteen,... etc. Each province should select from 1 to 2 or 3 fruit trees with full conditions of production development to be the key goods which is likely to compete to the market in the setting of the economic integration in the region and the world.

  6. THE DEVELOPMENT CRITERIA + Fruit tree: Goals by 2020, the area planted fruit trees of all kinds will reach about 1.2 million ha, including about 140 thousand ha of Littchi, 140 thousand ha of Longan, 145 thousand ha of banana, 11 thousand ha of mango, 115 thousand ha of orange, mandarin .... etc. Total yield is estimated to reach 10 million tons . Apply the VietGAP process in the intensive cultivation of fruit trees, the current priority should be given to develop to some trees such as dragon fruit, citrus, longan, litchi, mango ... By 2020, at least 20% of fruit yield which outputs in the market is certified as safe products. To seedling structutr, it is noted to develop the rareripen and lateripen seedlings to limit the market impact in concentration on the main harvest, leading to the supply is exceeding much compared to the demand.

  7. THE DEVELOPMENT CRITERIA Vegetables and flowers: As these goods with many advantages on topography of both development potential and demand, consumption market; be able to apply high-tech, create fast efficient and successful model available in past . Goals: By 2020 the area of ​​vegetables, beans all kind is over 1.5 million ha, reach yield of 24 million tons; area of ​​ flowers and ornamental plants is 15 thousand hectares with the yeild of 6.3 billion stems. Planning vegetable production areas applied high technology with around 50 thousand ha in 2015 and 100 thousand ha in 2020, centralize mainly in big cities and the neighboringprovinces. Development planning of flower planting areas with high-tech application: Da Lat (500 ha), Ho Chi Minh City (500 ha), Hanoi (300ha), MocChau (150ha), BacNinh (30 ha), Haiphong (50ha ), etc… by 2020, the goal is to reach the high-tech-applied flower planting area of 2 times greater than t that by 2015.

  8. THE DEVELOPMENT CRITERIA • Research and apply traditional methods of breed choosing/creating combined with biotechnology, high technology in the selection of new vegetable seedlings, flower seedlings to manufacture in the direction of high- tech; develop kinds of vegetables, flowers with high economic value per unit of area such as tomatoes, melons, lilies, orchids, lilies, pot flower, carpet flower, etc and some seedlings of new vegetables, flowers which are imported from abroad. • Enhance the tranfer of the technical processes of rapid multiplication; centralize the human resource to organize production and management of safe vegetable products, ensure 100% of the vegetable area in the centralized areas applied the good agricultural practices  process to protect public health; apply the process of controlling blooming process, produce unseasonal flowers , technology of harvesting, packing and preservationof some vegetables and flowers; research new items on pot flower, ornament trees with the high economic value.

  9. SPECIFIC SOLUTIONS 1. 1. Planning 1.1. On agricultural production Based on the ecological conditions of each region, identify suitable crops, closely link to production and processing, meet domestic demand and with export potential. On that basis, the formation of specializing cultivation areas, construction of high-tech zones and promotion to application of new technologies into the agricultural encouragement, especially biotechnology, to increase productivity, products’ quality, reduce costs, improve preservation and processing levels, increase the competitiveness of Vietnam’s fruits and vegetables in domestic and oversea markets. + For the fruit: Develop fruit tree growing area in the South Eastern region, the Mekong Delta and Red River Delta; reduce the area of ​​fruit trees in the less-competitive regions such as Central Highlands, South Central Coast. attach special importance to the development of key kinds of fruit trees in the Cuu Long River Delta, South Eastern region and Northern midlands and mountainous; attach production with preservation of fresh and processing consumption

SPECIFIC SOLUTIONS + For the vegetables and herbs: mainly their areas are located in the Red River Delta and Cuu Long River Delta; density of area between the regions essentially is unchangeable in comparison with the planed program. Vigorously develop safe vegetable and high-tech vegetable growing areas in the Red River Delta, Mekong Delta, South Eastern region and Lam Dong Province; + For flowers and ornamental plants: their growing area is mainly located in ​​the Red River Delta, Ho Chi Minh City, some provinces in the Mekong Delta and sub- climate regions such as Sa Pa, Lao Cai, Son La, Da Lat.

  11. ON PROCESSING - PRESERVATION • - Maintain industrial processing capacity at 313 thousand tons of product/year as at the present; concentrate on building the material areas to actively provide materials for the processing plants; limit more investment on large factories, only focus on deepening investment and products diversification; and by 2010 the industrial processing lines strive to reach 50-60% over the designed capacity. Speed up the equalization and innovation of the state-owned enterprises; consider moving to the appropriate areas because some factories do not have enough materials for processing; • Encourage investments to construct fruit and vegetable processing facilities with small and medium scale in rural areas, consistent with the materials area and equipments primarily fabricated by the domestic machinery but the advanced technology shall be obtained, ensuring the technical standards and food safety; • Invest the lines of classification, preliminary treatment, packaging and preservation in the fruit and vegetable wholesale markets to serve for the goods circulation between the regions and for export.

  12. SCIENCE TECHNOLOGY AND AGRICULTURAL ENCOURAGEMENT • - Research and apply scientific-technological advances in biotechnology (gene technology, cell technology, micro technology ...) for the selection, multiplication of seedlings and plant protection. Combine between research for exploitation of genetic sources of vegetables, fruits, flowers and native plants with the economic value, be capable of competing in the import, test seedlings, protection registration for the geographical and Origin instructions the product; • Develop process and coordinate with agricultural encouragement activities to develop extensively the fruits-and-vegetable production processes in the direction of the good agricultural practices (GAP) in order to ensure quality standards and food safety; • - Apply advanced and modern preservation technologies such as cool preservation, preservation in modified, radiation, atmosphere environment, etc, to create a breakthrough in the preservation stage to reduce post-harvest losses, last preservation time , transport to a long distance(in domestic area and for export) and ensure food safety for consumers, as well;

SCIENCE TECHNOLOGY AND AGRICULTURAL ENCOURAGEMENT - Develop technical code on producing vegetation products; attach the importance to the compulsory regulations to control residues of presticide, heavy metals and ensure food safety; - Apply extensively the quality control system under ISO, HACCP... - Research to develop new seedlings of high quality and enhance the management of seedlingseedling: invest to upgrade and improve the seed production facilities from the central to the local; increase capacity of seedling quality control and the State management systems on seedling at all levels; complete legal framework on the management of seedling in accordance with the requirements of the international economic integration.

  14. SCIENCE TECHNOLOGY AND AGRICULTURAL ENCOURAGEMENT • Strengthen international cooperation in the field of food safety: • cooperate with the Vietnam National Codex Committee (Codex) of the world and the region in the process of development on food standards; implement the Agreements on the Application of measures for food safety and the animal and vegetation quarantine (SPS Agreement) and the Agreement on Technical Barriers in Trade (TBT Agreement) in the process of joining the World Trade Organization to limit the violations on the food safety regulations. Quickly promote the signing of the Agreement on the Vegetation Protection and Quarantine, the Mutual Recognition Agreement (MRA) on the standards for food safety with the nations, particularly to the U.S., EU, Japan ...

  15. ORGANIZATION OF PRODUCT SALES • - Complete business and services systems of vegetables and flower and ornamental plants, develop to the synchroronous network with the functions as purchasing, packaging, preservation and distribution to the market (wholesale and retail). This business and services system is responsible for ensuring the timely consumption of products of farmers and helping farmers produce on the demand of the market through product sale contracts; • Add the sanction to implement effectively the Decision no. 80/2002/QD-TTg dated 24/06/2002 of the Prime Minister in the linkage between the corporate interests and the producers of the materials; Construct the production chains, consume safe vegetables and develop the links between producers and product sale channels, ensure timely product sale and the benefits to all parties. • - Develop the Centers for quality control of products to control the imported and exported fruits’ and vegetables’ quality under the Law on technical standards and codes, in accordance with the commitments of the international economic integration.

  16. ORGANIZATION OF PRODUCT SALES - Organize the information, communications, product promotion, trade promotion and sales, maintain and upgrade activities of the website offering information on agriculture, develop the trademark, organize the fairs, contests and exhibitions of the agricultural products. Develop and utilize effectively the information system of agricultural products market, connect to the wholesale markets, business organizations, trade organizations of the agricultural products; facilitate and develop the consultancy activities, support farmers in the trade promotion and consumption of safe vegetables.

  17. SUPPORT POLICY • Raise the level of support and the total support for the high-tech • agricultural encouragement models and the vegetation processing, • preservation models to encourage the development of production, • processing and preservation of fruits and vegetables (as amended in the Joint Circular No. 30/2006/TTLT-BTC-BNN-BTS dated 6/4/2006); • - Policy bank for the enterprises, the medium and long-term borrowing farming households (under the business cycle) to renovate their garden, apply the GAP production process for fruit trees. • - Continue to further promote the implementation of investment support policies on the zones of production, preliminary processing, processing and preservation of the safe products under the Decision no. 107/2008/QD-TTg dated July 30, 2008 by the Prime Minister  on a number of policies to support the development of production, processing and consumption of safe vegetables, fruits and tea to 2015. • - Continue to study and propose the application of policy support to reduce the post-harvest losses of the agricultural products under the Decision no. 63/2010/QD-TTg dated 15th October 2010 of the Prime Minister, farmer supporting policy under Decree No. 02/2010/ND-CP dated 08 January 2010 of the Government on the agricultural encouragement for the safe vegetables development.

  18. REGARDING THE STATE MANAGEMENT OF INSPECTION, TESTING - Step up the training and certification of safe vegetable production, business in accordance with the Good Agricultural Practices process (VietGAP), the good manufacturing practices (GMPs), Hazard Analysis and critical control point  systems (HACCP), ... for the farmer households, the safe vegetables business and production bases in the city combined with propaganda and dissemination of the state regulations on food safety. - Train to improve the qualifications of the staffs who perform the inspection, check of the food safety of the vegetables. - Strengthen the inspection and supervision of food safety on the quality of the vegetables during the production and circulation in the city, strictly handling the violations. - Check up the legal documents of the industry, the quality standards of the vegetables to control, timely supplement.
