Background • What is an Analysis of Alternatives (AoA) • An AoA is conducted to make reliable, objective assessment of the available options for meeting the needs of various applications • An AoA is an analytical comparison of the operational effectiveness and cost of proposed materiel solutions to shortfalls in operational capability • AoA’s document the rationale for identifying a preferred solution or solutions to the shortfalls

Background • Conduct a Civil GPS Position, Navigation, and Timing (PNT) Analysis of Alternatives (AoA) to recommend alternatives for meeting civil GPS user requirements. • Analyze civil PNT requirements • Evaluate alternative solutions against requirements • Analyze the proper mix of GPS III improvements, augmentation system support, and alternative solutions for meeting various requirements. • Provide recommendations and analytical data to support and validate civil requirements for GPS III

Scope • Options: Multitude of GPS III improvements, augmentation systems, and alternative solutions to study • Improvements to all segments of GPS • Augmentation / other systems • Wide Area Augmentation System (WAAS) • Local Area Augmentation System (LAAS) • National Differential GPS (NDGPS) • High Accuracy NDGPS (HA-NDGPS) • Continuously Operating Reference Stations (CORS) • Global Differential GPS (GDGPS) • Non-GPS based alternatives

  6. Process • Methodology • Effectiveness Analysis • Modeling and Simulation • Cost Analysis • Results of the cost analysis are combined with the results of the effectiveness analysis to identify the alternative(s) that represent the best value.
