NATIONAL OCCUPATIONS FRAMEWORK • open and broadly accessible database • increasing the role of the employers at the system of human resourcedevelopment • responsible for the development is the Ministry of Labour and Social Affairs • occupations can be further subdivided into standard positions or smaller work units • proposals for occupations are based on  needs of employers

THE CONTEXT OF THE NQF IN THE CR • The Act on Verification and Recognition of Further Education Results (179/2006 Coll.) • The project NSK (NQF) - qualification at the level ISCED 3C – apprenticeship • The project NSK II - qualifications on ISCED 3A (matura level) and higher is prepared and in a process of approval • The National System of Occupations – NSP -has been developed since the beginning of 2007 - a source for the development of the NQF • The concept of the sector councils is evolving efficiently

NATIONAL QUALIFICATIONS FRAMEWORK • It is established in terms of legislation by a law (No. 179/2006 Coll.) • Its main components arecomplete and partial qualifications described by qualification and assessment standards • It will be a common systemframework for initial and further education and for the recognition of prior learning; • It isconnected up with the newly created National Occupations Frameworkand will be a bridge between the worlds of work and education, • It will contain qualifications (qualification standards) divided (grouped) into eight qualificationlevels

REGULATES THE NATIONAL QUALIFICATIONS FRAMEWORK NATIONAL REGISTER OF QUALIFICATIONS: publicly accessible register of complete or partial qualifications acknowledged, distinguished and recognised in theCR (will be maintained and published by NUOV) COMPLETE QUALIFICATION AND PARTIAL QUALIFICATION: CQ = professional Q of a natural person to duly perform all work activities pertaining to a relevant profession; PQ = professional Q of a natural person to duly perform a certain work activity or a set of work activities in a relevant profession or in two or more professions respectively, in the scope defined in a QS

  9. QUALIFICATION STANDARD a structured description of qualification requirements for a certain qualification - WHAT should the candidate know ASSESSMENT STANDARD a set of criteria and procedures for the verification of qualification requirements - HOW should the KSC be assessed

The creation of the National Qualifications Framework In progress for levels ISCED 3C and ISCED 2 in the framework of an ESF project until March 2008 Stage 1 – the creation of draft qualification and assessment standards by teams of experts coordinated by NUOV and a private company Trexima. 115 complete qualifications and 332 partial qualifications have been prepared so far. Stage 2 – discussion of, appreciation of and adjustments to qualification and assessment standards in the Sector Councils. 252 partial qualifications have been discussed so far. Stage 3 – evaluation and approval of qualification and assessment standards by relevant ministries and the Ministry of Education, Youth and Sports (MSMT). 93 partial qualifications have been approved by authorising bodies (ministries), 71 partial qualifications have been approved by MSMT so far. The methodology and information system of NQF have already been created

RPL AS PER THE ACT NO 179/2006 COLL. • AUTHORISATION = A. of a natural person or a legal entity to verify applicants’ attainment of professional qualifications specified in QS for partial qualifications for which the authorisation in question has been granted • AUTHORISED PERSON = a person or a legal entity who has been authorised • AUTHORISING BODY = central administration body competent to make decisions on granting, extending or withdrawing the authorisation
