  1. Consortium: DEMIS ISIS ITC KIT MKMetric Panteia/NEA NESTEAR NTU NTUA OBET STRATA STRATEC TETRAPLAN TIS TML TNO TRT UNIZA ETISplus Final Workshop- Data Validation Brussels 5-11-2012 Sean Newton, Panteia/NEA Yuko Kawabata, Panteia/NEA

  2. Introduction to Workshop • Final Workshop of ETISplus • Final phase of data collection and harmonisation • Validation of database • Morning session: • road and rail transport • Online access to data • Afternoon • Air transport, multimodal freight transport • External validation of data ETISplus Final Workshop

  3. Rationale for ETIS • Single, one-stop-shop thematic database. • Builds upon official statistical publications. • Harmonises data strictly and fills gaps. • Provides methodology and results for gap-filling. • Undertakes “do-once” manual data collection tasks. • Provides open data model and exchange formats. • Open system for research data publication. • Removes duplication of effort.

  4. ETIS in the past • Responded to the need for a transport database for policy analysis. • Collected data – mainly Western Europe. • Problem Areas: • No common data model. • Online Data Retrieval. • However: • ETIS-BASE DATA IS STILL IN DEMAND. • EC STILL ANALYSES TRANSPORT NETWORKS. • THESE MODELS STILL NEED DATA.

  5. Objective of ETISplus ETISPlus First Workshop

  6. Important Project Milestones • 1. Online knowledge Base • Concept, design and operation at an early stage of the project. • Co-operative knowledge sharing. • Software system for sharing and publishing data. System ETISplus Final Workshop

  7. Important Project Milestones • 2. Design of Data Model • Decides: • content • structure • interoperability between data items • data exchange formats System Data Spec ETISplus Final Workshop

  8. Important Project Milestones • 3. First round of database construction • 2005 database: • external data collection • development of methods to harmonise data • development of methods to model data • test data model Collect System Data Spec Test ETISplus Final Workshop

  9. Important Project Milestones • 4. Second round of database construction • 2010 database: • test repeatability of methods • apply lessons learnt • start combining data – innovations • publish • start external validation Collect System Data Spec Test Collect Validate ETISplus Final Workshop

  10. Overview of Data Processing Dependencies matter in ETISplus. ETISPlus First Workshop

  11. Overview of Database All modes of transport, two reference years, 2005 and 2010 ETISPlus First Workshop

  12. Equals.. • 354 separate data parameters • In ETIS-View tabular system alone. • All constructed according to a strict data model. • Split into over 2000 regions ETISplus Final Workshop

  13. Road and Rail freight Flows in ETISplus (WP8) WP8: Panteia/NEA, TNO, TML, MKm, Uniza, ITC, OBET

  14. Main Objectives • To build comparable road and rail transport matrices. • At NUTS3, NST2 level. • Incorporating a range of different EUROSTAT and National results. ETISplus Final Workshop

  15. Internal Validation Process ETISplus Final Workshop

  16. Data Sourcing: Road Freight • Generally good – Eurostat data detailed at NUTS3. • 2010 data is published in 2011. • Statistical basis is by vehicle nationality, not territory. • Avoids double counting for cross-border traffic. • Adds complexity for validation of tonne kilometres. • Eurostat territory data available from 2008. • Detail is generally higher for national rather than cross-border traffic. • A different method is needed for national and cross-border streams. ETISplus Final Workshop

  17. Data Sourcing: Rail Freight • Detailed rail data only available every five years in Eurostat. • Necessary to combine Eurostat data with national sources e.g. Dutch CBS data. • Corrections in rail data for 2005 and first delivery of 2010 data made in July 2012. See below (source Eurostat, RAGO) • Differences between regional “RAGO” 2005 and 2010 may be due to coverage rather than genuine trend. • Small railway companies may not be required to report, so gaps may be found. • Regional rail data has no details about commodities in Eurostat. ETISplus Final Workshop

  18. Data Construction: Road Freight Partial O/D Matrix: Split by NUTS3 Mainly Domestic Traffic 2008/2009 Row and Column Totals: Split by NUTS3 and NST07/24 ETISplus Final Workshop

  19. Data Construction: Road Freight Estimated O/D Matrix: Split by NUTS3 and NST07 Assignment Estimation of tonne-Kms Tonne –Kms by Country: ETISplus Final Workshop

  20. High level comparison, 2005 road data ETISPlus First Workshop

  21. Data construction: Rail Freight • First Step – Harmonised database • Estimation of NUTS2-NUTS2- Tonnage matrix. • Manual exercise incorporating Eurostat and national sources. • Possible to make an initial traffic assignment • Comparison against EUROSTAT “NET-SEG” data. • Second Step – Modelled database • Splitting of data into NUTS3 – based on WORLDNET. • Splitting by product – based on aggregated Eurostat data. • Third step – Validation • Comparison of tonne-kms by product by country • Comparison of assigned link flows with ETISplus network data. ETISplus Final Workshop

  22. High level – comparison, 2005 rail data ETISPlus First Workshop

  23. Guide to using Road and Rail resources in ETISplus. • Main results: • Tabular data (O/D) on ETIS-View • Three Collections • Observed Collection (2010) • Eurostat data converted to ETISplus data model. • E.g. national flows • Harmonised Collection (2010) • O/D Matrices • NUTS2, aggregated commodities. • Modelled Collection (2010) • NUTS3 O/D matrices • NST 2 commodities ETISplus Final Workshop

  24. ETISPlus First Workshop
