  2. Presentation Design • Irrigation Development in India • Objectives, Achievements and Constraints of CAD programme • Restructured CADWM Programme Features • Financing Pattern • Reclamation of Waterlogging in Commands • Status of PIM in India

  3. Irrigation Development In India

  4. Water as a Resource • Total Surface Water Resource – 1869 BCM • Utilizable Water Resource (BCM) • Surface - 690 • Ground - 432 • Total - 1122 • Storage (BCM) • Existing - 221 • Pipeline - 84 • Proposed - 113

  5. Irrigation Development in India

  6. Objectives, Achievements and Constraints of CADWM Programme

  7. Objectives • Bridge the Gap Between Potential Created and that utilised through • Micro Level Infrastructure Development • Efficient Farm Water Management Practices • Optimization of Agricultural Productivity & Production and • Improvement in Socio-economic Conditions of Farmers

  8. Achievements • Initiated in 1974-75 & Restructured in 2004-05 • Programme taken up in 310 projects 162 closed, 23 clubbed into 8 and now 133 continuing • CCA of 28.5 Mha Included – 17.05 completed • Warabandi included in 11.03 Mha • Field Drains covered in 1.54 Mha • Central Assistance of Rs. 2879 crores released till June 2005

  9. Need to Restructure Constraints of OLD CAD Programme • Unreliability of water supply at outlet • Gap between available technology and Adoption • Lack of participation of farmers • Lack of Conjunctive use • Lack of sufficient Financial Outlay • Water logging / Drainage congestion • Absence of Link/Intermediate Drains • Administrative Reasons

  10. Restructured CADWM Programme(2004-05 Onwards)

  11. Restructuring • Renamed as Command Area Development and Water Management Programme • Retains components beneficial to farmers • Includes new components essential for correcting system deficiency and improving drainage • Excludes components which lost utility over time

  12. Continuing Components Survey, Planning and Design Field Channels (with 10% Beneficiary Contribution) Full Package OFD Works (with 10 % Beneficiary Contribution) Construction of Field, Intermediate and Link Drains Enforcement of Warabandi Restructuring Contd…

  13. Restructuring Contd… Continuing Components …. • Reclamation of Waterlogged Areas (with 10% Beneficiary Contribution) • Training, Adaptive Trials, Demonstrations, Monitoring & Evaluation (75% Funding) • Institutional Support to WUAs • Establishment • R&D

  14. Restructuring Contd… New Components • Correction of System Deficiencies • Renovation and Desilting of Tanks in CAD Commands for augmenting supplies • Bio-Drainage (Selective Areas)

  15. Components Deleted Land Leveling & Shaping Sprinkler & Drip Irrigation Conjunctive Use Crop Compensation Restructuring Contd…

  16. Restructured Programme - Thrust Areas • Beneficiaries Participation in Construction and O&M • Water management above, at and below farm level • Reclamation of Waterlogged Areas • R&D on Bio-drainage • Adaptive Trials/Demonstrations and Training • Strengthened Monitoring and Evaluation Mechanism • Emphasis on Data Collection, Analysis and Dissemination

  17. Financing Pattern

  18. Financing Pattern • Construction Activities - 50:50 • Software Activities - 75:25 • Minimum 10% contribution by beneficiaries • Construction of field channels • Reclamation of water logged areas • Desilting and renovation of MI tanks • Action Research on PIM through WALMIs /Other Central/State Agencies • Cost Norms Enhanced

  19. Reclamation of Waterlogging in Commands

  20. Reclamation of Waterlogged Areas in Irrigated Commands • Total Area Affected by Water Logging – 2.46 Mha (1991)

  21. Status of PIM in India

  22. Objectives of PIM • To achieve equity in water distribution • To improve water use efficiency • To make best use of rain, surface and ground water conjunctively • To increase irrigation facility and cropping intensity • To develop community responsibility to collect water charges and raise internal resources • To create a sense of ownership of water and irrigation system among users

  23. Status of PIM in States • Advanced stage of implementation (Legislation Enacted) • Andhra Pradesh, Goa, Karnataka, Madhya Pradesh, Tamil Nadu, Rajasthan, Orissa, Kerala, Maharashtra, Bihar • Midway stage (Bills framed) • Gujarat, Chattisgarh • Some headway (Initial Stages) • UP • No headway • NE States, Punjab, Himachal Pradesh, J&K, Haryana, Uttranchal, Jharkhand, West Bengal So far, more than 55,000 WUAs formed covering an area of about 10 mill. ha. all over the country
