  2. Long Term Partnerships • Each housing development has an assigned Full Service Partner (FSP) • Client services provided by FSP’s Personal Service Coordinator (PSC) • All services provided by the PSC’s may be on-site or in the community

  3. HCA and OCCS Partnership • Memorandum of Understanding developed between all service partners • Orange County Community Services (OCCS) to provide technical assistance in developing MHSA housing projects • Health Care Agency (HCA)/ Behavioral Health Services (BHS) to provide direction and/or input on needs and coordination of services

  4. Notice of Funding Availability • Part of OCCS Affordable Rental Housing “Notice of Funding Availability” (NOFA) when open. When funding is available contact OCCS for further information. • NOFA funds are approved by the Board of Supervisors before funds are disbursed by OCCS. • Open NOFA first-come, first served

  5. Projects • Diamond Apartment Homes- completed • 25 unit apartment building • Location- in Anaheim • Developers - Jamboree Housing and HOMES, Inc • Adult FSP • Doria Apartment Homes- under construction • 10 MHSA units within a 60 unit apartment development • Location- Irvine • Developers - Jamboree Housing • Adult FSP

Projects- MHSA funds committed • Avenida Villas Apartments • 29 unit Apartment building • Location- Anaheim (unincorporated) • Developer- AMCAL Multi-Housing, Inc. • Adult FSP • San Clemente Seniors • 15 MHSA units within a 76 Unit apartment building • Location- San Clemente • Developer- Meta Housing Corporation • Older Adult FSP

  7. Projects- MHSA funds committed • Harper’s Pointe Senior Apartments • 15 units within a 53 apartment building • Location- Costa Mesa • Developer- USA Properties Fund • Older Adult FSP

  8. Projects Under Review • Doria Apartments II • 10 MHSA units within 74 unit apartment complex • Location- Irvine • Shared Housing (NSP funds) • 5 MHSA shared housing • Location- Anaheim

  10. Housing Design • One bedroom apartments • Community room with a kitchen • Office space for staff to meet with MHSA tenants • Full kitchen and baths – each unit • Developments blend in with the community

  11. Housing Design (cont.) • Minimum 5% of units accessible to physically disabled, 2% accessible to sensory disabled. • Mixed units with general population preferred • Property Management experienced with special needs population • On-site laundry services

  13. Housing Design (cont.) • Safe neighborhoods • Locations throughout the county • Rent at 30% of AMI (Area median income) • Low security deposits • 55 years of affordability

  14. MHSA Housing Program • Permanent financing – permanent supportive housing development • Tenants will be MHSA eligible individuals • Approved by CalHFA and Department of Mental Health (DMH) • Administered by CalHFA

MHSA Housing Program (cont.) • Rental Housing development • Fund up to 1/3 cost of the development • Max. $112,486 per MHSA unit • Up to 4% increase in allowable cost per unit each year • Shared Housing development • May fund full cost of house • Max. $112,486 per MHSA bedroom • Up to 4% increase in allowable cost per unit each year

  18. MHSA Housing Program (cont.) • Rental Housing development • No less than 5 MHSA units • 5 to 100 apts at least 10% MHSA • More than 100 apts, minimum 10 MHSA units

  19. MHSA Housing Program (cont.) • Shared Housing • Locked bedroom is a unit • Max. number of bedrooms – 5 • Single family homes, condos, duplexes, four-plexes, small apt. bldgs
