PERFORMANCE OF KHARIF 2004 • Sown AreaLakh Ha -136.80 Normal 136.77 • Rainfall in mm -894.5 Normal 1112 (80%) • Dry Spells w.e.f. 20.6.2004 to 21.7.2004 • Inadequate rains in September • Resulted - Double and Triple Sowing Approx area 20lakh ha & unsown area 14 lakh ha. - Estimated reduction in production -30%

Estimated reduction compared to normal yields Reduction in production of Sugarcane and Pulses is also due to reduction in area 50% and 19% respectively
PROSPECTS OF RABI 2004 • Normal (lakh ha.) - 60 and planned for 64.9 • Irrigated (lakh ha.) 9.08 - 15 % • Rainfed (lakh ha.) 55.82 - 85% • Targeted Production in 55.28 lakh M.T. • Rabi Estimates are mostly dependent on post Kharif Rainfall • Summer crops viz rice, Groundnutetc.1.89 lakh ha.
NEW INITIATIVES BY STATE GOVT. • Bottom up approach & Crop diverfication • Launching of Technology Mission • a) Dryland Agriculture • b)Holistic/end to end development of horticulture c)Agriculture Processing Marketing and • Certification Dev. Scheme • Study tour outside country for the farmer • Establishment of SFAC • Shetmajur Samrudhi yojana • Increased 50% Subsidy for small and marginal farmers • under NAIS • Micro irrigation project through RIDF
SUPPORT REQUIRED FROM GOI. • Clearance forWorld Bank Project for Agricultural Intensification & Diversification - Rs. 1792 crores • Clearance for World Bank Project for the Marketing Reforms - Rs. 1400 crores • Accreditation of the State Seeds Certification Agency for Organic Farming - Clearance from APEDA/Ministry of Commerce • Organic Fertilizers - Manures & Growth Regulators to be brought under Legal and Administrative purview • Establishment of National Research Centre for Pomegranate at Solapur. • Modified Crop Insurance Scheme in Maharashtra. • Maharashtra Waster Sector Improvement Project(MWSIP)
SUPPORT REQUIRED FROM GOI. • New Seed Act Proposal may be Passed • Residue Standard for export of fruits,vegetable & other agricultural commodities (Accept & publish) for general awareness • Special Assistance of Rs 4.00 crores needs for strengthening of VANAMATI RAMATIs in the State. • ICAR may provide SAU’s with additional mandate for special courses on self employment. • Redesign the criteria's for fixing scale of finance for crop loans to enhance credit distribution. • Grading packing, labeling and quality standards need to be developed for domestic and export market.
