  4. Proposal No. 2009-19-B • Women’s Sand Volleyball. • Limit on Number of Coaches: 2 • Limit on Off-Campus Recruiters: 2 • Effective: August 1, 2011.

  5. Proposal No. 2010-14 • FBS and Women’s Rowing – Graduate Assistant Coach. • May receive cash to cover unitemized expenses. • During travel and practice for NCAA championships or bowl games. • Same amount as provided to student-athletes. • Effective: August 1, 2011.

  6. Proposal No. 2010-15-B • Consultant, Promotion or Endorsement for Events or Entities Related to Prospective Student- Athletes. • Staff may not: • Serve as a consultant for an event that primarily involves prospective student-athletes. • Endorse an event that primarily involves prospective student-athletes.

Proposal No. 2010-15-B (cont.) • Consultant, Promotion or Endorsement for Events or Entities Related to Prospective Student-athletes. • Staff may not: • Promote or endorse a prospect’s team or coach. • Promote or endorse an athletics facility that is primarily used by prospects. • Effective: January 15, 2011.

  8. Proposal No. 2010-17 • FBS – Graduate Assistant Coaches. • Increases the limit on the number of coaches from two to four. • Effective: August 1, 2012.

  9. Proposal No. 2010-19 • FBS – Weight or Strength Coaches. • Not more than five may work with football in any capacity. • Including: • All workouts (required and voluntary). • Practices and game-related activities. • Effective: August 1, 2012.

  10. Proposal No. 2010-21 • Off-Campus Recruiters at Any One Time – Sports Other Than Basketball. • June, July and August. • Replaced coach is not required to return to campus, provided: • Not more than the permissible number of off-campus recruiters engage in recruiting activities each day. • Effective: January 15, 2011.

Proposal No. 2010-31 • Communication After Commitment. • Restrictions on the forms and frequency of communication no longer apply beginning the calendar day after: • The PSA signs a National Letter of Intent (NLI) or the institution's written offer of admission and/or financial aid; or • The institution receives a financial deposit in response to the institution's offer of admission. • Effective: August 1, 2011.

  12. Bylaw 11.01.3 Graduate Assistant Coaches

Graduate Assistant Coaches • Bowl Subdivision Football and Women’s Rowing. • Qualifies for appointment as graduate assistant under institutional policies. • In FBS, received first baccalaureate degree or exhausted eligibility within the previous seven years. • Graduate student enrolled in at least 50% of regular program. • Exception for final term. • Exception for midyear replacement.

Graduate Assistant Coaches (cont.) • Bowl Subdivision Football and Women’s Rowing. • Compensation limited to value of a full grant-in-aid for a full-time student, based on resident status. • May provide summer financial aid. • Exception for financial aid administered outside the institution. • Exception for compensation outside the institution during academic year; no institutional arrangement.

  15. Graduate Assistant Coaches (cont.) • Bowl Subdivision Football and Women’s Rowing. • Institution may arrange non-coaching employment during the summer. • Limited to two years per institution. • Exception for 24/36 hours. • May accept employment benefits available to all employees.

Case Study - James • James is appointed in January as a football graduate assistant after a previous graduate assistant leaves for another position. • He is not able to enroll in a regular term until the next fall. • James enrolls in a summer class and receives aid from athletics. • He also works for athletics facilities management.

  17. Case Study - James • Once fall practice begins, James receives additional compensation for coaching duties before the fall term begins. • After two years, James wishes to continue as a graduate assistant but he has only completed 22 semester hours.

Case Study - James • Is it permissible for James to work as a graduate assistant in the spring? • Yes, provided he is accepted for enrollment in the next regular term. • If yes, may James be compensated for his work in the spring? • Yes, provided the previous graduate assistant did not receive the full allotment for the academic year.

  19. Case Study - James • May James receive financial aid to attend summer school? • Yes. Staff interpretation 3/31/1989. • May James work for the athletics department during the summer (other than coaching)? • Yes, provided compensation is for work performed at a going rate. Official interpretation 9/16/1993.

Case Study - James • May James receive additional compensation for coaching duties during preseason practice? • No, the limit on compensation for coaching is the value of a full grant-in-aid for the academic year. Staff interpretation 5/15/1991. • May the institution submit a progress toward degree waiver in an effort to allow James to continue for a third year? • No. Staff interpretation 4/9/1993.

  21. Bylaw 11.01.4 Undergraduate Assistant Coaches

  22. Undergraduate Assistant Coaches • Exhausted eligibility or permanently injured. • Enrolled full time: • At institution where most recently participated. • In first baccalaureate degree program. • May receive financial aid and expenses that could be received as a SA.

  23. Undergraduate Assistant Coaches (cont.) • May not contact or evaluate prospective student- athletes off campus or scout off campus. • No recruiting coordination functions.

  24. Case Study -- Colleen • Colleen is a women’s volleyball SA. During the summer after her junior year, she plays on the professional beach tour. • She receives a significant amount of prize money and is not reinstated. • Colleen returns for the next fall term and enrolls full time.

  25. Case Study -- Colleen • True or False: Colleen may be designated as an undergraduate assistant coach. True. Permanent loss of eligibility is treated the same as exhausting eligibility for this purpose.

  27. Strength and Conditioning Coaches A strength and conditioning coach may conduct flexibility, warm up and physical conditioning activities during the following times: • Prior to games; • Prior to or during practice; and • Prior to or during other organized activities.

  28. True/False No. 1 A strength and conditioning coach is considered a noncoaching staff member. False. A strength and conditioning coach is a noncountable coach.

Case Study - Scott • Scott is a strength and conditioning coach for football at Dash College. • Scott works with SAs during conditioning sessions and leads the team’s warm ups prior to practice and competition. • On occasion, Scott also attends film sessions with SAs to critique their technique. • Coach Jenner would also like Scott to attend coaches meetings to provide advice regarding depth charts.

  33. Case Study - Kim • Kim is the director of operations for Dash College’s softball team. • Kim is a retired college coach. Many SAs call her coach and she is listed in the media guide as “Coach K.” • Kim’s duties include arranging team travel, checking class attendance and analyzing video. • Occasionally, Kim throws batting practice. • Kim also assists the strength and conditioning coach with pregame warm-up activities. • Kim sits in the dugout during games and signals in plays to the team when directed by the head coach.

  34. Case Study - Kim • Is it permissible for Kim to be referred to as coach in the media guide? • No. Noncoaching staff members cannot be identified as coaches.

Kim may attend practice to observe or perform administrative duties.

Staff interpretation 11/19/1997. • Is it permissible for Kim to signal in plays at the direction of the head coach? • No. Signaling of plays is generally considered a coaching activity. Permissible for managers to do at direction of coaching staff.

  40. Recruiting Coordination Functions • Must be performed by countable coaches (head or assistant), except routine clerical tasks. • Activities involving athletics evaluations and/or selection of PSAs; and • Telephone calls to/from PSAs, PSAs’ parents or legal guardians or coaches.

Recruiting Coordination Functions Exceptions – Phone Calls Noncoaching staff or noncountable coaches may call: • After NLI signing or other written commitment. • After the calendar day document is signed. • After receipt of financial deposit. • Current Rule: Only on or after May 1. • Effective 8/1/2011: Day after receipt regardless of date.

Recruiting Coordination Functions Exceptions – Phone Calls Noncoaching staff or noncountable coaches may call: • In conjunction with official visit. • During associated transportation and actual visit. • For camp or clinic logistical issues. • No recruiting conversation or solicitation to attend.

  49. Bylaw 11.7.4.3 Off-Campus Recruiting At Any One Time

  50. General Rule • One coach may leave campus before another coach returns, as long as total number of coaches recruiting at any one time does not exceed the permissible number. • Replaced coach must complete recruiting activities before another coach may begin. • Replaced coach must return to campus before additional recruiting occurs.
