Smart Meter Texas Release1 Status Update Notice to Market February 22, 2010 As previously stated, on Monday, February 1, 2010, the soft launch of Smart Meter Texas (SMT) delivered integration with the TDSP’s, including retrieval and processing of LSE 15-minute interval data from the FTPS site and access to APIs for AdHoc usage information and HAN functionality. The SMT team is currently holding work sessions for set up on FTPS interval data (this is the raw data held in the data repository) and API integration (for machine-to-machine provisioning of HAN devices). These sessions are being provided to the REPs on a first-come first-serve basis. An announcement, with greater detail, can be found at http://www.puc.state.tx.us/electric/projects/34610/34610.cfmThe “Tiger Team” has concluded its assessment and has determined the following rollout plan. In March, the SMT will be fully available for its public, but without Registration or User Management for the REP community. This piece is expected to be available in May. As an interim solution, the SMT Host/Help Desk will coordinate the registration process for REP administrators and REP users on behalf of any REP who is ready to set up their access.

Smart Meter Texas Release1 Status Update Notice to Market February 22, 2010 • The SMT TDSP consortium has been assured that this functionality will be available in March: • Residential and non-residential customers (NRC) users can: • Self register • View their energy usage and graphs • View a list of active HAN devices • ·   REPs / TDSPs can: • View ESIIDs, meters, usage, graphs, HAN devices and request ad hoc usage • Provision and de-provision HAN devices • REP Admin and TDSP Admin will have HAN rights • SMT Host (Help Desk) authenticates, registers, and manages Admins and Users • ·   Initial Limitations: • Max users in an entity cannot exceed 25 • NRC limited to one Admin/user via self-registration.   • On exception basis, additional NRC users can be added by SMT Host • SMT Host manages registration, user management, and profile updates for REPs and TDSPs • In March, we will provide a Go Live update which will include further instructions on how you can initiate your registration.

Smart Meter Texas Release1 Status Update Activity Since February 1 • 710,000+ AMS meters are stored in the SMT data repository and are actively loading LSE data from the TDSPs since January 29, 2010 • 30+ REPS have requested the FTPS and API specification documents and are investigating integration with Smart Meter Texas • Activity surrounding FTPS integration is increasing in momentum with REP interest and questions to the SMT team • Due to FTPS integration interest and learning from current process, SMT is introducing a new one-on-one REP FTPS integration process

  11. Questions and Responses • Describe the current SMT process regarding customer / REP access to SMT data when there is a move-in or move-out. Include timeline and describe which EDI transactions trigger an action in SMT. When does the customer lose access and when does the REP lose access? When does the new REP of Record and new customer get access? The development of business process flows to support the answer to this and other questions concerning process and timing etc are being developed as part of task 197 and will be available to the market shortly.   12. Questions and Responses • Can the TDSPs share some data that shows a percent of intervals complete and register reads complete with actual data in the 10 days following the operating day? At present, each of the TDSPs are providing to the Smart Meter Texas portal interval usage information in the LSE format.  The LSE file contains a denotation which defines whether the information is actual or estimated, and can be used to calculate the requested percentages.  It should be recognized that the overall percentages will vary over the next couple of years until the deployment processes have been completed and AMI environment matures. SMT FTPS File Naming Convention FTPS Folder and File Naming Convention: Here’s the LSE file naming convention and link to MARS documents http://www.ercot.com/committees/board/tac/rms/marstf/ FTP server contains two folders on each REP FTPS Sites # 1 for posting the Daily LSE files received from the TDSPs # 2 for posting the usage response files generated for the Ad Hoc usage requests received from the REP users via SMT Portal or API call. #1 Folder Name – “intervaldata”  Contains the LSE files SMT received from the TDSPs . SMT Technical Information required from REPs REP instruction: Select an FTPS-capable client Obtain REP FTP user ID and password from SMT Operations Obtain and install FTPS Client certificate from VeriSign, per FTPS-client instructions. [FTPS-specific] Generate PGP key pair Provide PGP public key and REP SSL public certificate to SMT host administrators Configure client if applicable with FTP user ID for SMT login Obtain SMT server address and configure client for connection setup Access FTPS server – enter FTP User ID and password to authenticate, to start. The FTPS client will then use the certificate with the FTPS server to establish an encrypted SSL session.
