How does commercial satellite support the Government? • Reliable communications where no wire line or wireless infrastructure exists • Communications for the Warfighter and DoD Support • Quickly deployed Domestic Emergency Response Communications • Continuity of Operations/Service Diversity • Supplements Terrestrial Networks

  4. Mobile Satellite Communications • Satellite Phones – Voice & Low Rate Data • Iridium – Provides voice and data services. Data rates up to 2.4 kbps. Covers the whole earth, including poles, oceans, and airways. • Globalstar –Provides voice and data services. Data rates up to 9.6 kbps . Coverage area includes North America, South America, Europe, Australia, and parts of Africa. • Voice and Data Services • Inmarsat – Inmarsat provides mobile voice and high speed data services. Includes Broadband Global Area Network (BGAN). Data rates range from 600bps to 492kbps. Coverage area includes about 98% of the earth’s land mass area.

  8. Continuity of Operations Providing satellite connectivity when terrestrial connection (frame relay, MPLS, T1, etc.) is not available. Routing Overview: Routes traffic over wire-line or satellite paths based on policy based rules Loss of primary path will result in all traffic being re-routed over the other path Upon restoral of primary link, all traffic re-routed back to primary path • Path Diversity using Satellite for to achieve COOP Satellite backup as “Insurance”

COMSATCOM on GSA Schedule 70 • Evergreen Clause offers 20 year Period of Performance (PoP) (5yr base + three 5yr options) • Allows addition of qualified vendors at any time • Contractors define and price their commercial offerings • Posted Schedule prices based on Most Favored Customer pricing • For most task orders, final pricing determined by Task Order Solicitation and competition • New technologies and offerings can be added at any time through contract modification

SIN 132-54 Transponded Capacity • Dedicated bandwidth on a communications satellite in any COMSATCOM frequency band • Satellite bandwidth and power only • Also includes all services necessary to allow use of the bandwidth: • Limited engineering (link budgets, transmission plans) • Basic customer training (acquiring signal, peak & polarization) • Core management and control of transponded capacity • Required approvals (frequency clearances, landing rights) • Host Nation Agreements (HNAs) when required

SIN 132-55 Subscription Services • Pre-existing, pre-engineered Fixed Satellite Services and/or Mobile Satellite Services solutions in any COMSATCOM frequency band • Shared or dedicated satellite resources • Ancillary terrestrial component (ATC) • Offeror specified networks and equipment • Billed on per-use basis (per minute, per MB, per month, etc.) • Per-use rate includes airtime, materials, personnel, facilities, engineering, network management, monitoring, integration, and operations required to delivery the service • Equipment may be included only if it is part of the Subscription Service rate (i.e., not separate line item charge)
