Background • Annual speech given to joint session of Congress • Reports on condition of country & lays out legislative ideas • In past it was a written report to Congress, now it’s a televised event • 1 cabinet member does not attend in case of a tragedy • Usually last an hour or more, depending on how long people like to clap • Republicans & Democrats typically sit apart • The speech is followed by a rebuttal of the opposing political party (Republican Cathy Rogers from Washington, she is the highest ranking Congresswoman)
