  2. Background to the survey - ‘The Moser report’ • Sir Claus Moser report 1999: A fresh start • Estimated that 7 million adults in England have poor literacy skills, more for numeracy • Report led to Skills for Life strategy… and the commitment to a comprehensive new survey of needs

Needs survey assessment design • Designed by CDELL & BMRB • Assigned respondents to levels underpinning National standards • Some questions adapted from Adult Literacy/ Numeracy assessments • Some were new but took account of questions used in other major surveys • Piloted among basic skills students / tutors • Final questions re-checked against Core Curriculum statements

Survey details • Survey in two parts: • Background questionnaire + literacy test + numeracy test (rotated order) • ICT awareness + practical assessments • Fieldwork July 2002 to May 2003 • 8,730 first interviews with adults aged 16-65 • Achieved interview in 59% of selected households • Data weighted to be representative • 4,656 second interviews (70% of issued sample)
