  5. …and at UNFPA Development Results Framework (DRF) 13 Outcomes Management Results Framework (MRF) 9 Outputs * For this summary a total of 20 indicators are considered because the indicator on recruitment time from advertisement of post to provisional offer is split in two indicators, for international posts and local posts .

The Mid-Term Review • Conducted in 2010/2011, endorsed by Executive Board in September 2011 • Methodology: • Review of evidence (annual reports, evaluations, internal and external surveys) • Wide-ranging consultations (internally and externally) • Key findings • Some progress on ICPD agenda but overall organization not delivering at potential programmatically or operationally • Challenges: • Lack of focus • Fragmentation • Inadequate metrics • Limited use of evidence in programming • Weaknesses in stewardship of resources • Gaps in human resources • Narrow and vulnerable resource base

  9. Improving accountability for results • Overarching theme: focus, which led to four principles: • Consolidate by prioritizing • Avoid doing everything everywhere • Avoid “silo” thinking • Improve measurability Metadata developed for each indicator to improve measurability and transparency

DRF outcomes • Population dynamics and its interlinkages with the needs of young people (including adolescents), SRH (including family planning), gender equality and poverty reduction addressed in national and sectoral development plans and strategies • Access to and utilization of quality maternal and newborn health services increased • Access and utilization of quality family planning services for individual and couples increased according to reproductive intentions • Increased access to and utilization of quality HIV- and STI-prevention services especially for young people (including adolescents) and other key populations at risk • Gender equality and reproductive rights advanced, particularly through advocacy and implementation of laws and policy • Improved access to SRH services and sexuality education for young people (including adolescents) • Improved data availability and analysis resulting in evidence-based decision-making and policy formulation around population dynamics, SRH (including family planning), and gender equality

MRF outputs • Enhanced programme effectiveness through strengthened results-based and evidence-based programming • Strengthened stewardship of resources through improved efficiency and risk management • Appropriately staffed UNFPA with high-performing professionals fulfilling its mission • Secured broad-based and stable funding to meet the strategic plan resource requirements

  12. Additionally, a number of cross-cutting issues are important • Mainstreaming the needs of young people (including adolescents) • Human rights and gender equality • Inclusive partnerships and national ownership • Humanitarian assistance • United Nations reform • South-South cooperation

Starting points • MTR made considerable progress in some key areas: • Principle: focus, rather than doing everything everywhere • Substantive direction: the what UNFPA works on, and the for whom UNFPA works (bull’s eye) • Results frameworks • A number of areas could not be addressed: • Business model, particularly how UNFPA achieves impact and where it operates • Funding arrangements, including funding architecture, resource allocation system, performance-based funding, funding for innovation • Key elements of the results framework (single framework? results in upstream areas)

Key issues for the 2014-2017 Strategic Plan • Closely following Executive Board decision on building on the MTR: • Substantive direction on the what and the for whom has just begun to be rolled out so not put up for questions in new Strategic Plan • Overall principle of focus maintained • Emphasis in analytic work and consultation on unresolved issues: • Business model (how and where) • Funding arrangements • Results frameworks
