  1. “Join Together”Objective 1.4Multistate Certification and Preparation Application of Lessons Learned and Invitation to Participate October 14, 2004 Co-Team Leaders: Pamela Broadston & Kate Reynolds

  2. Status of Relationship with SERRC SERRC has been refunded for another 5 year cycle. Participants in the Southeast Region Low incidence Disabilities Network (SERCLID) are still waiting to learn if SERRC’s mission will remain consistent with the goals and objectives of SERCLID Regardless, “Join Together” 1.4 will continue its work in the second and third year of our funding. We have learned that JT 1.4 must be the driving force in this endeavor, not SERRC. While we will continue to work with SERRC we will pursue more 1.4 collaborative projects on our own.

  3. Memorandum of Understanding • Our Memorandum of Understanding (MOU) which was signed last year by all State Directors of Special Education is in place, however it seems to b e more of a formal document, without action steps associated with it. While it sets the stage for progress, it is up to us to operationalize its goals and broaden its audience to include administrators of IHEs and Chief Certification Officers.

  4. Data Collection • Since there were some identified discrepancies in the needs data, we will again collect updated data on the need for certified teachers of students who are d/hh in the SERRC region.

  5. Evaluating our Pilot Inter IHE Collaborative Efforts • Last year we initiated several pilot collaborative efforts. These were first attempts for instructors and students to work together across IHEs. Our descriptions of the project’s and their impact was anecdotal. This year we will initiate a formalized evaluation of collaborative projects to determine which will be most successful in reaching the long-term 1.4 activities 3 and 4.

  6. Our tasks (and progress) for the 2004-2005 grant year • Bring IHE administrators “on-board” • Write and gain support for a MOU between chief certification officers of the SERRC states/territories • Establish a network of liaisons from each of the SERRC states/territories to interface with the SDE and IHE administrators. • Select 2 Topical Team experts • 1 administrator from an IHE that works collaboratively with other IHEs • 1 Person who have run multistate collaborative programs

  7. Our tasks (and progress) for the 2004-2005 grant year • Give choice given to an individual to research existing successful models of cross boundary (i.e., state, district, IHL) collaboration in a variety of disciplines other than deaf education. Data to be presented as a “white paper” on the topic. • We are in the process of identifying 1 -2 individual(s) from each SERRC state/territory who will be given a choice to act as Objective 1.4 liaisons with the Special Education Director and Chief Certification Officer in their states. These persons will work to ensure SDE support for the MOU and help bring cross-collaborative models in deaf education personnel preparation and certification to fruition.

  8. Our tasks (and progress) for the 2004-2005 grant year • Encourage and fund with “choices” student based (students to students) and instructor based (class to class) efforts at collaboration across IHEs using technology to link participants.

  9. An Invitation to Participate in 1.4 • We are looking for innovative projects that links students and instructors using technology to one another across IHEs. If you are involved in one or wish to start one, you could be a 1.4 team member! (not limited to the SERRC area) • We are looking for Topical Team experts • We are looking for state liaisons. While we have identified 1 per state (back-up liaisons are welcome!)

  10. An Invitation to Participate in 1.4 • We are looking for someone to collect data on the need for certified teachers in d/hh in the SERRC states and territories. • We are looking for someone to help us set up a formalized evaluation program to determine if innovative collaboration projects are successful. • We are looking for an individual to research and write a paper describing efforts in fields other than Deaf Education to collaborate between IHEs and establish cross state certification.
