  1. Pierre Bonnal Doris Chromek-BurckhartRisk & Insurance Manager Head of CERN Users Office CERN DG-DI CERN PH-AGS-UO 102nd ACCU Meeting4th December 2013 Status of the Health Insurance Project for Users

  2. Previous Milestones • ACCU #98 • 2 schemes with collectivecontracts • ACCU #99 • CHIS/UNIQA health insurance scheme  for MPE’s • Not designed for MPAs, not suited for MPA’s (users) • ACCU #100 • Result from a survey initiated by the User’s Office • Revised requirements + preliminary market survey • ACCU #101 • A proposal matches many of our requirements 102nd ACCU Meeting — Status of Health Insurance Project for Users

  3. In the meantime 1/2 • Review of Allianz Worldwide Care (AWC) proposal with: • CERN Legal Service • Chairman of the CHIS • CERN Medical Service • The concept of “urgent care” is perceived as a major risk for the sustainability of this schemeby these experienced stakeholders • This is confirmed by NATO HQ in Brussels(which are AWC customers) 102nd ACCU Meeting — Status of Health Insurance Project for Users

  4. In the meantime 2/2 NATO HQ provided us elements of their contract Early November, AWC and brokers were asked to review their proposal based on these new requirements No revised proposal yet There is still the exclusion of pregnancy cares that shall be carefully looked at 102nd ACCU Meeting — Status of Health Insurance Project for Users

  5. Conclusion • We are progressing slowly but safely: • There are not many insurance companies interested in providing such a service • We shall safeguard the only one who is still interested in offering this very unusual insurance service • But we shall absolutely set up a scheme that fulfills sustainability and diversity requirements • New tentative date for service into operation:Early March 2014 102nd ACCU Meeting — Status of Health Insurance Project for Users

  6. Special thanks to M. YannDelessert and Kessler’s Experts for their investigationsand to Doris Chromek-Burckhart for her help in triggering requirementsThank you for your attention
