  4. Creating Linkages • National sustainable development plans e.g. environmental action plans and related strategies • Multilateral donor planning process e.g. Country assistance strategies, poverty reduction strategies, UNDAF process

  5. Developing Support Mechanisms • Identification of key ministries and agencies • Inter-agency committees • Identification of other stakeholders • Stakeholder consultations • Identification of other resources • Multilateral and bilateral
