  3. Agency for Land Relations and Cadastre of the Republic of Moldova • Moldova once belonged to the former Soviet Union and became an independent country in 1991. Moldova Reform - from a centralized society to political democracy and market economy. During the last 15 years the country has experienced serious economical crisis. Today it is urgent to implement social and economical reforms that can promote and facilitate economical development in the country • The Land Reform in Moldova started soon after independent declaration. To assist the privatization and development process of registration of newly surveyed property plots, the National Agency for Geodesy, Cartography and Cadastre of Moldova (NAGCC) was established in 1994. In 2005 the NAGCC was renamed to the Agency for Land Relations and Cadastre (ALRC). ALRC is the governmental authority responsible for Land Management, Mapping, Cadastre and Land Registry in Moldova. • In its activity ALRC is governed by the Republic of Moldova Constitution, Government Act, Acts in the related fields, the Republic of Moldova President Decrees, Government Ordinances and Regulations, as well as international agreements shared by the country and other normative acts and the Agency Regulations

Agency for Land Relations and Cadastre of the Republic of Moldova • ALRC takes part in forecasting country's socio-economic development, coordinates actions of central branch authorities and local authorities in the field of development and promotion of national programs and plans. In addition, ALRC promotes economic-organizing reform in its activity domains, harmonizes respective legislative and normative acts, promotes implementation of innovative technologies in related fields. • Since the establishment, the ALRC benefited from the World Bank and donors support of USD 25,000.000, including grants of ca. USD 7,000.000 • The Agency administrates state property of subordinated enterprises with fully or partly state owned authorized capital, bears responsibility for subordinated state enterprises functioning, as well as for the results of their financial and economic activity, founds and wind up state enterprises in its field in compliance with law. Besides, ALRC coordinates education, professional development, training and certification of specialists in the corresponding field.

Agency for Land Relations and Cadastre of the Republic of Moldova • In March 1999, a new National Coordinate System MOLDREF99 based on the World Geodetic System (WGS-84) and UTM projection, with customized zone parameters, replaced the original Soviet coordinate system SK-42. Further on, ALRC has established the connection of the National Geodetic Network with the European Geodetic Frame EUREF. • There are the following four subordinated to ALRC state enterprises: 1)State Enterprise "CADASTRU"; 2) State Enterprise Institute of Geodesy, Engineering Research and Cadastre "INGEOCAD"; 3) State Enterprise Project Institute for Land Management "IPOT"; 4) Republican State Association for Soil Protection • There are 1 750 employees engaged in this branch.

Agency for Land Relations and Cadastre of the Republic of Moldova ALRC budget According to Budget Law for 2009 ALRC has received financing in the total amount of 60, 2 mln lei ~ 3,6 mln Euro, including: i) Soil protection works 24 mln lei ~ 1,4 mln Euro ii) Land administration works 13, 4 mln lei ~ 0,8 mln Euro iii) Evaluation and reevaluation of RE works 11, 4 mln lei ~ 0,7 mln Euro iv) Demarcation of State boundary between Republic of Moldova and Ukraine 5, 2 mln lei ~ 0,3 mln Euro v) Geodetic, mapping &GIS works 3, 3 mln lei ~ 0, 2 mln Euro vi) Maintenance of ARFC executive Personnel 2, 10 mln lei ~ 0,1 mln Euro

Agency for Land Relations and Cadastre of the Republic of Moldova ALRC international cooperation •Starting with 1992, the Republic of Moldova through ALRC is a member of Intergovernmental Council for Geodesy, Mapping, Cadastre and Remote Sensing. • 1996 – 2000 Agreements of cooperation with Authority of Geodesy, Mapping and Cadastre of following countries: Ukraina, Byelorussia, Romania, Azerbaidjan • 2001- member of EuroGeographics • 2007 ARFC - INSPIRE as LMO (Legally Manadated Organization) • 2008 – member of EUPOS • 2006 -2009 Agreement of cooperation with Statens Kartverk, Norway • ESRI/GSDI Global MappingGrand (2003) • GSDI Programme for small Grand/ Standardization of Geospatial Data (2007)

Agency for Land Relations and Cadastre of the Republic of Moldova Moldova Orthophoto Project The Norwegian Ministry of Foreign Affairs, acting on behalf of the Norwegian Government, allocated in 2007 an amount of NOK 5.5 mln towards the production of Orthophotos for the territory of Moldova. Statens Kartverk administrate the Project. The Moldova Orthophoto Project consists of production of digital orthophotos with resolution 40 cm of the entire territory excluding Transdnistrian and production of orthophotos with resolution 20 cm for urban areas. Norwegian Government allocated in 2008 an amound of NOK 4,2 mln for technical support

In 2007 the Agency, in collaboration with Bundesamt für Kartographie und Geodäsie (BKG), EUREF and EuroGeographics, has installed and jointly operate the first GNSS permanent station IGEO in Chisinau. This reference station is integrated into the EUREF Permanent Network (EPN) and the International GNSS Service array (IGN). Geodetic Network Modernisation ... • Moldova – Line Maps for Development: New project • new grant from the Norwegian Government NOK 8 470 000 • to be implemented over 2 years • based on the delivered orthophoto and DTM data • 2 main components • i)line maps for 5 000 km2 • ii) 7 permanent reference stations and GPS Control Centre • - adherence to the EU Inspire directive • - will be accompanied with knowledge transfer and on-the-job training

Agency for Land Relations and Cadastre of the Republic of Moldova NEEDS FOR NEAR FUTURES • Complete cadastre and land registry database • Geospatial Data Standardization • Digital Base Map development: 1: 50 000; 1: 5 000 • Establish the National Global Navigation Satellite System of Moldova – GNSS MoldPOS • Start INSPIRE (European Spatial Data Infrastructure of European Communities) and Building National Spatial Data Infrastructure (NSDI/NGIS) • Building up a national Geoportal which will make it easer for users to search for, view and download geospatial data ● Networks for co-operation between central and local government authorities, State Universities and private sector are of basic importance for the creation of a NSDI & GNSS. • Manage the Struve Geodetic Arc on the territory of Moldova …
