  2. Topic of research The quality of services of companies organizing employment abroad

  3. The problem As the economical situation in Lithuania is getting worse, the level of unemployment is getting higher, more and more Lithuanians are searching for work in richer EU countries. Very often Lithuanians apply for employment to private employment agencies, where they pay big amounts of money for employment abroad; however, they do not necessarily receive good quality service.

  4. The aim of the research To analyse the quality of servicesof private employment agencies.

  5. The tasks of research • To determine people’s expectations from private employment agencies. • To analyze the range and quality of rendered services of private employment agencies.

  6. The expected outcome of research • Offer recommendations how to improve the services of private employment agencies in order they correspond people’s expectations and they receive services of better quality.

  7. In order to determine people’s expectations from private employment agencies the following methods of research were used: • Researching and analyzing related documents and laws: clients’ complaints, regulations, laws, etc. • Interview of people who have received services of private agencies.

  8. The following questions were asked during the interview (1): • Had the agency given you the information about the labour law, taxing system of a foreign country before you left for work abroad? • Did the agency transport you to the place where you had to work? • How soon did you start your work since you came?

  9. The following questions were asked during the interview (2): • Did you work according to the conditions which were agreed in Lithuania (salary, duration of a working day, etc.)? • Did the agency accommodate you or found accommodation for you abroad? • Did accommodation conditions correspond your expectations? If not, why?

  10. The following questions were asked during the interview (3): • Did you have a coordinator or mentor? • If you had any problems, did you contact the agency in order to solve them? If yes, did the agency solve them properly and in time?

  11. In order to analyze the quality of services rendered by private employment agencies, the following methods were used: Researching and analyzing related documents and laws: clients’ complaints, regulations, laws, etc. In addition, agreements of private employment agencies with clients will be analyzed.

  12. Analyzing the agreements the following aspects were scrutinized (1): • Does the agency employ people legally? • What guarantees does the agency provide for clients? • Does the agency provide transportation for people to the place where they will live and work?

  13. Analyzing the agreements the following aspects were scrutinized (2): • Does the agency guarantee the accommodation for the agreed price? • Does this accommodation have all amenities (heating, shower, etc.)? • Does the agency take responsibility for the quality of living conditions?

  14. Analyzing the agreements the following aspects were scrutinized(3) • Does the agency guarantee that the person will start to work immediately after he/she arrives? • In case the person does not start to work immediately, in what period of time is the agency obliged to offer a new vacancy/find a new workplace?

  15. Analyzing the agreements the following aspects were scrutinized (4): • Does the agency guarantee the client the agreed salary and working hours? Is it responsible for that? • Are working hours and over-time arw agreed in the contract? • Does anybody help/assist to the people arriving abroad?

  16. Analyzing the agreements the following aspects were scrutinized (5): • Does the agency appoint a supervisor/mentor/coordinator for arrived people? • Are agency’s obligations foreseen in the contract in case any problems abroad should arise?

  17. Suggestions: 1. More strict control of private employment agencies. 2. To forbid a fee from persons seeking employment abroad. The fee should be charged only from the employer. 3.To form an association from private employment agecies aimed at promoting cooperation between private employment services in Lithuania and foreign countries, service expansion and quality improvement.

  18. Suggestions: 4. To establish an institution which is able to continuously develop their skills and qualifications. This would be a result in the quality of service provided.
