  1. Refrigerators, Freezers and Combination of Refrigerator-Freezers Compliance With Resolution 0859 – Safety of Persons Underwriters Laboratories Inc. March 2008

  2. SAFETY REQUIREMENT COMPARISON • Resolution #0859, NTC 2183 and 2252 • IEC 60335-1, Household and Similar Electrical Appliances – Safety – Part 1: General requirements • IEC 60335-2-24, Particular requirements for refrigerating appliances, ice-cream appliances and ice-makers • ANSI/UL 250, Household Refrigerators and Freezers (also designated CAN/CSA C22.2 No. 63)

  3. SAFETY OBJECTIVE “The fundamental objective of the herein Technical Regulation is to establish ways to warranty the safety of persons, preventing risks from electric sources, such as electrocution of Refrigerators, Freezers, combination of Refrigerators-Freezers for domestic use.” (Resolution 0859, Art. 2) The NTC (and IEC) Standards and UL Standard all address: • Electrical Shock Hazards • Casualty / Mechanical Hazards • Fire Hazards • User Markings and Instructions

  4. SCOPE COMPARISON Res. 0859 / NTC 2253 (IEC 60335-2-24) • Less than 250V, 1 ph • Household Refrigerators, Freezers and Combination • Compression and Absorption Types • Flammable Refrigerants ANSI/UL 250 • Less than 250V • Household Refrigerators, Freezers and Combination • Compression and Absorption Types • Flammable Refrigerants ANSI/UL Standard is applicable by Scope

  5. REQUIRED TESTS (Res. 0859) • Protection against access to live parts • Section 8 (NTC), Section 4.4 (ANSI/UL) • Protection against excessive temperatures • Section 11 (NTC), Sections 8.6, 8.9, 9.17 (ANSI/UL) • Leakage current and electric strength • Sections 13, 16 (NTC), Sections 8.3, 8.4, 8.8 (ANSI/UL) • Earthing • Section 27 (NTC), Sections 4.9, 9.15, 10.3 (ANSI/UL) ANSI/UL Standard is applicable by Technical Requirement

  6. OTHER TESTS IN COMMON # • Input (S10 / S8.5) • Abnormal/Fan Failure (S19 / S8.11) • Compressor Locked Rotor (S19 / UL984) • Flammable Refrigerant Tests (S22 / SSA) • Door Opening Force (S22 / S8.28) • Resistance to Moisture (S15 / S8.4, 8.13, 8.21) • Stability (S20, S8.14) IEC / UL Standard Sections – (Sx/Sx) # “In Common” doesn’t mean identical ANSI/UL Standard is applicable by Technical Requirement

  7. GENERAL REQUIREMENTS IN COMMON # • Markings/Instructions (S7 / S11) • Electrical Protection (S8 / S4.4) • Mechanical Protection (S20, S30 / S4.2, 4.3, 4.5, 4.6, S7) • Supply/Internal Wiring (S23, 25 / S4.9, 4.10) • Screws and Connections (S28 / S4.9, 5.2, 9.15, 10.3) • Separation of Circuits (S29 / S4.12) • Motor Overload Protection (S19, 24 / S5.7) • Resistance to Rusting (S31 / S4.1, 4.9) # “In Common” doesn’t mean identical ANSI/UL Standard is applicable by Technical Requirement

  8. GENERAL REQUIREMENT DIFFERENCES • Historical / Experience Influence • Construction and Building Practice • Safety Incidents • U.S. Legal System • Components • End product vs end product and component requirements • Creepage / Clearance Distances • Material specific vs material independent • Ignition Source • Glow wire vs open flame • Parts Subject to Pressure • ISO 5149 vs prescriptive design and performance tests • Factory Surveillance • Informative vs mandatory Different route but same destination - safety Same 120V, 60Hz electrical source! ANSI/UL Standard is applicable by Technical Requirement

  9. TEST METHOD DIFFERENCES • Cord Anchorage • Tugging pull vs static pull force • Stability • Details of loading • Ground Path Resistance • Calculate from current flow vs prescriptive design and factory production test • Moisture Resistance • IP ratings, details of overflow / spill, humidity conditions • Enclosure Impact • Impact hammer vs ball impact • Ambient • Climatic class • Conductor Flexing • Endurance cycles Different route but same destination - safety ANSI/UL Standard is applicable by Technical Requirement

  10. ANSI/UL ONLY TESTS • Strength of Refrigerant Containing Parts • Static Load • Component Restraint • Glass Strength • Door Hinge Strength • Door Cycling Before Latch Release ANSI/UL Standard exceeds the Technical Requirement

  11. MANDATORY SURVEILLANCE • Unannounced Factory Inspection • Each production facility • Minimum quarterly • 100% Production Line Testing • Dielectric voltage withstand • Ground continuity • Refrigerant leakage • Annual Testing • Polymeric materials • Component Surveillance ANSI/UL Standard is applicable by Surveillance Requirement

  12. CONCLUSION • ANSI/UL 250 covers refrigerators, freezers and combination products addressed by Res. 0859 • ANSI/UL 250 addresses all NTC (IEC) technical requirements • Some requirements are not identical • Such requirements achieve same safety objective • ANSI/UL 250 has additional requirements that exceed NTC technical requirements • UL Listed products are subject to mandatory surveillance Resolution 0859 is fulfilled by UL Listed products complying with ANSI/UL 250
