SAWS Functions and responsibilities Draft laws, regulations and standards, develop policies and programs Organize general safety inspections & specialized supervision activities, screen & control major hazards Guide law enforcement nationwide Inspect occupation health at workplaces Supervise safety programmes and efforts of relevant ministries and local governments Organize and coordinate rescue operations when a major accident occurs investigate and handle major accidents and violations Administer safety licenses to mining, chemical & fireworks enterprises Conduct statistics, release information Regulate safety service providers and certified safety engineers Encourage research of and promote safety science & technology Assess safety qualifications of special personnel, supervise safety training at enterprises International exchanges & cooperation

TV Programs • Broadcast non-commercial advertisements on CCTV and provincial TV channels • Example: publicize the promulgation and implementation of the Regulations on Safety Administration of Fireworks and Firecrackers minutes before the CCTV Spring Festival Gala in 2006, covering over 1 billion Chinese audience.

  36. Safe Community • China has 23 international safe communities (worldwide: 170) designated by WHO Collaborating Center on Community Safety Promotion (by Oct. 2009). • China Occupational Safety and Health Association has designated 124 national safe communities so far.
