Scope Systems Description (excluding the de-scope of the CLOC) remains unchanged Sector 20 Injector Facility (S20) Magnetic Measurement Facility (MMF) Linac Utility Improvements (LUI) Beam Transport Hall (BTH) Undulator Hall (UH) Front End Enclosure (FEE) Electron Beam Dump (EBD) Near Experimental Hall (NEH) X-Ray Transport Tunnel (XRT) Far Experimental Hall (FEH) Changes made to CF scope resulting from VE adjustments do not impact the technical systems! Modifications to the scope are coordinated with the Integration Management Team (CF direct liaison) Scope is well defined and understood by LCLS, JE and CMGC SAMPLE

Scope – cont’d • Scope has been developed into a completed Issue For Construction (IFC) set including specifications (CSI Divisions 1-16) by JE • Changes to IFC drawings are managed thru JE revision control process and provided to LCLS for approval • After obtaining LCLS approval, drawings are issued to TCCo with field bulletins and placed into SharePoint

Beam Transport Hall – 227m long above grade facility to transport the electron beam through the existing RSY • Near Experimental Hall – underground facility whose primary function is to house 3 experimental hutches, prep and shops • Undulator Hall – 170m long underground tunnel housing undulators and ancillary equipment • Far Experimental Hall – underground single 46’ cavern to house 3 experimental hutches and prep space • Electron Beam Dump – 40m long underground facility used to separate the electron and x-ray beams • Front End Enclosure – 40m long underground facility to house various diagnostic equipment in support of the photon beam • X-Ray Transport & Diagnostics Tunnel – 200m long underground tunnel used to transport photon beams from NEH to FEH

Schedule • Original WBS schedule indicated 28 months for the entire scope (including the CLOC) • Revised schedule for Beam-Path construction presented by TCCo and approved by LCLS (Aug 06 – Feb 08) indicates 18 month construction phase, plus 2-3 months for close-out (as-builts, O&M manuals, etc) • Recent developments (deletion of CLOC) to scope/schedule have resulted in re-planning of the CF staff to support the schedule • Initial changes have been made but will require additional review

Preconstruction Activities • TCCo separated project into logical bid packages for scope coverage to solicit the bids • Total of approx ~70 bid packages were prepared • Bid Group #1 – Beam Path (major) • Bid Group #2 – Beam Path (minor) • Bid Group #3 – CLOC (major) • Bid Group #4 - CLOC (minor)

Bid Package Summary for Civil Construction • CLOC has been removed from the CF WBS scope • Beam Path awarded to date totals $63.9M • Bid Group #1 (9 bid packages) awarded to TCCo as a contract modification valued at $63.9M • Approved as a BCR (CF-54) • To Be awarded • $8.9M - Bid Group #2 bids received • Approved as a BCR (CF-55) • Bid expiration date - Nov 15, 06 • $2.2M - Additional to be awarded as a contract modification • Pre-Purchased Equipment valued at $2.2M • Major MEP equipment • Approved as a BCR (CF-55) • $.83M - Pending Bid Packages • Signage, rough/finish carpentry, misc accessories/toilet partitions, etc • Fire Protection bid package valued at $631K • Beam Path Budget Forecast (w/o contingency) = $75.83M

Construction Status • Notice To Proceed (NTP) provided to Turner Construction Aug 1, 06 • Construction commenced Sept 11, 06 • Major bid packages for Beam Path have been awarded • Initial construction activities have commenced • Ground Breaking ceremony • Utility surveying • Potholing • Site fencing • Storm water protection materials • Clear and grub • Excavation – placing of spoils on site as planned • Temporary utilities • Subcontractor training trailer delivered on site • Field activities are ~ 3% complete

SLAC Plans for Construction Phase • Activities • Completed all requested utility investigations • Completed demolition of #113 Hi-Bay, B102 A/B, SLC Gas Pad • Completed FFTB site excavation • In preparing for start of construction, notifications were sent out to the lab in advance for road closures

  19. Summary • Scope and schedule for CF WBS is well understood • Budget is closer in being fully defined • Roles and responsibilities are adequately defined • CF is adequately staffed in support of the upcoming construction activities • Staffing adjustments will be necessary to accommodate two shifts (tunneling operation) • SLAC is prepared and has made provisions for receipt of construction activities
