Agriculture Development Policy • Agriculture Development 2005-2009, vision: Created a strong agriculture for food security, increasing value added and competitiveness, and farmers’ prosperity. • Strong agriculture=sustainable growth (knowledge, technology, market, efficiency & productivity, quality, professional, engineering)

  3. Program focus: • Improved Food Security • Adequate food stock everywhere, easy to access, safe to consume, affordable price. • Agribusiness Development • Economy productive activities. • Expected results: improved up-stream, on-farm, down-stream (agro-industry, support services); increased GDP agric.; increased export. • Improved Farmers’ prosperity=Income.

  4. Agriculture R & D • Mission: • Technology innovation • Increase efficiency and accelerate dissemination • …… • Objectives: • Produce model of commodity–base agribusiness, agro-ecosystem, and/or territory • ….

NGO works • Close linkages: INGO-local NGO, shared vision and program strategies, focus on problem solving. • Agriculture related programs: NRM, Sustainable Agriculture/organic farming, Agro-forestry, Civil Society/Peace Building, Access to market (RAeD). • Trends: shifted from just production oriented to supply and market chains (access to market). • Main role: facilitating community/farmers, CB, informal BDS. • Coverage: micro level (villages, sub-district, territory), meso (through networking)

  6. ARD Issues • Effectiveness and efficiency of R&D • Is it applicable ? For who? • Problem solving or meeting curiosity? • High cost or low cost application the results? How long to apply for problem solution? • The result given is package or participatory approaches (flexible steps) ?

  7. Choosing subject for R&D • Whose interests? Researchers or private company, or farmers? • Is it SMART objective enough? • Methodology of doing R&D: laboratory or field, single conclusion or PAR

  8. Building relationship of related parties. • Cross/study visits (NGO/farmers, BPTP, University, Balitbang, Dinas). • Workshop, training, expo. • Dissemination or Adoption • Target beneficiaries (farmers, private company) • How to disseminate: training, trial, researcher to farmer or farmer to farmer?

  9. Priorities • Approaches. • Selection of subject for Research and Development: problem solving orientation, link with beneficiary’ capacity. • Methodology has to be the most appropriate to give positive impact for farmers: dem-plot or farm, professional or community-based, conclusion or participatory action research. • Strengthen collaboration: R&D, extension agencies, NGO, farmers, private companies, etc.

  10. Theme for R&D • Combining territorial and sub-sector (commodity) approaches for access to market (Eastern Indonesia). • Commodity market driven research/development (identify market potential first) for agribusiness development. • Engaging farmers/NGO from the beginning of R&D

  11. Capacity Building • Farmer is no more as production factor, but as farm manager and counterpart for innovation and dissemination. • Learning process should address to all parties (farmers, NGO, researchers, private sector, extension worker, etc). • Strengthen farmer association (second order of CBO) for production and business purposes.
