Children & Young People (Scotland) Bill • Introduced to Scottish Parliament April 2013 • Passed Stage 3 on Wednesday 19th February (Royal assent mid March). • Commencement of first provisions expected to be August 2014 • Phased commencement of other provisions • GIRFEC provisions expected to commence Summer 2016

  17. Elements of GIRFEC:Part 3. Children’s Services Planning Sections 8 & 9 - Children’s services plan (1) A children’s services plan is to be prepared with a view to securing • (a) that children’s services in the area concerned are provided in the way which— • (i) best safeguards, supports and promotes the wellbeing of children in the area concerned, • (ia) ensures that any action to meet needs is taken at the earliest appropriate time and that, where appropriate, action is taken to prevent needs arising, • (ii) is most integrated from the point of view of recipients, • (iii) constitutes the most efficient use of available resources, • (b) that related services in the area concerned are provided in the way which, so far as consistent with the objects and proper delivery of the service concerned, safeguards, supports and promotes the wellbeing of children in the area concerned.

  18. Elements of GIRFEC:Part 3. Children’s Services Planning Section 12 • Implementation of children’s services plan (1) During the period to which a children’s services plan relates, the persons mentioned in subsection (2) must, so far as reasonably practicable, provide children’s services and relevant services in the area of the local authority in accordance with the plan.

Learning & Development Strategy • Training should be tiered – induction to key aspects of a role in EEI, awareness raising of EEI principles, EEI for Strategic Managers. • Included in training – implementation of Core Elements, information sharing, performance management. • How – through single or multi agency network events & seminars, E-modules, fact sheets and briefing papers from CYCJ.
