HISTORY • June 7, 2011 - Request for Information Received • Fact Finding/Industry Changes • August 16, 2011 – Council directed staff to initiate a Request For Proposal to include mandatory and alternative pricing options. Mandatory pricing included current same schedule but to include single stream recycling, recycling rewards program, GPS in collection vehicles and mandatory participation in community events/education. Alternative Pricing consisted of CNG collection vehicles/fueling facility, Waste to Energy Disposal, Video/Cameras in vehicles, doorstep hazardous waste collection and a once per week garbage removal option.

HISTORY • December 15, 2011 - Request for Proposals received from the following solid waste haulers: • Advanced Disposal Services Jacksonville, LLC • Waste Management, Inc. of Florida • Waste Pro of Florida, Inc. • WCA of Florida, LLC • January 10, 2012 – Council chose the following alterative pricing options to be negotiated with the highest ranking firm: CNG vehicles/fueling facility and doorstep hazardous waste collection calculated at a per household per month rate. • January 17, 2012 – After receiving few comments from the public, Council directed staff to begin contract negotiations with highest ranked responder, Waste Pro of Florida, Inc.

  4. BASIC SERVICES – NEW CONTRACT • 2 x 1 x1 Pickup Per Week • Trash - 2 Days (including bulk and white goods). Removal days shall remain the same throughout the City. • Curbside Yard Waste Pickup - 1 Day on Wednesdays, however, yard waste will no longer be required to be bundled. Volume restrictions will apply and be subject to additional charges as determined by Waste Pro. • Recycling Once Per Week. Removal days shall remain the same throughout the City, however, residents will no longer be required to separate recyclables.

  5. NEW SERVICES – DOORSTEP HAZARDOUS WASTE REMOVAL • Doorstep hazardous waste removal shall be once per month. • City shall be divided into quadrants, with removal tentatively scheduled to occur on alternating Saturdays. • Reservations must be made by calling Waste Pro directly. Type of waste and amounts will need to be disclosed. • Examples of items to be included in the program are batteries, fluorescent light bulbs, used motor oil, paints, household cleaners in original containers, etc. • Commercial and industrial types of hazardous materials will not apply in this program. • Hazardous materials shall be placed at the front door or garage door as these types of materials MUST never be placed curbside for health and safety reasons.

  6. NEW SERVICES – RECYCLE REWARDS PROGRAM • Prior to commencement of the Program, Waste Pro will deliver to every household, free of charge, a new larger 18 gallon recycle bin. Each household will also receive a registration packet which will include a computer chip to be placed on the recycle bin in order to keep track of the frequency the household recycles. • All households will receive discounts/coupons by participating in the program. The frequency of participation will determine the coupon value and frequency of discounts earned through a three tiered program. Those that recycle most often will be eligible for quarterly drawings of higher dollar awards such as I-pads, I-phones, etc. • Discount coupons will be offered from national, regional and local restaurants and retailers.

  7. NEW SERVICES – COMPRESSED NATURAL GAS COLLECTION VEHICLES AND FUELING STATION • Waste Pro will construct a Compressed Natural Gas (CNG) fueling station at it’s current Bunnell location. • In addition to construction of a manifold type time fill facility for all solid waste collection vehicles, Waste Pro will also construct a fast fill fueling station. • Waste Pro will make this facility available to the City for the duration of the five-year Contract and has agreed, through is successors or assigns, to Contract with the City for a total of ten years from the commencement date. • The rate charged to the City for CNG fuel shall be at the same rate charged to Waste Pro by the compressed natural gas provider. Rate shall fluctuate at the same rate as that being charged by the provider to Waste Pro.

  8. COMMENCEMENT DATES AND PRICING • June 1, 2012 - $18.77 per household per month • Commencement of new five year Contract to include the following: • Basic Service for Solid Waste Collection and Disposal to include Bulk Waste, White Goods, Yard Waste and Recycling • Doorstep Hazardous Waste Collection and Disposal • Single Stream Recycling • Recycling Rewards Program • GPS in Vehicles • On or before June 1, 2013 - $18.62 per household per month • Compressed Natural Gas Fueling Station • Compressed Natural Gas Solid Waste Collection Vehicles
