Key NDAA ProvisionsSuccesses • No Tricare fee increases for FY 2008 • Military 3.5% pay raise • Start towards SBP-DIC offset fix (eff Oct 08) • $50 month increases $10 per year over next 5 years • Guard/Reserve retirement age reduction • 3 month age reduction for 90 days deployed • Guard/Reserve GI Bill good for 10 years

  10. Key NDAA Provisions Successes • VA health care to 5 years (vs 2) after combat theater service • Concurrent receipt—100% immediate for “Unemployable” (starts Oct 2008) • Retro to 31 Dec 04 • Concurrent receipt—Chap 61 with less than 20 years (Combat Related)

Key NDAA ProvisionsFell short of the goal • No laws for controlling Tricare costs • Did not recognize Tricare premiums are paid by Service • 100% Concurrent Receipt for all • Reduced Reserve / Guard retirement age not retroactive to 9/11/01 • Reduce Tricare age requirement for reduced retirement age Reserve / Guard members • SBP – DIC offset issue

Shingles Vaccine Explanation • Shingles vaccine (Zostavax): • Effective October 19, 2007 • Authorized for those over age 60 • Medicare Part D is first payer for those who enrolled • Tricare is first payer for all others. As first payer, TFL beneficiaries must meet annual deductible and 25% cost share

  27. Survivor Benefit Program(SBP)

  28. SBP: Social Security Offset Eliminated SS Offset phased out April 2008 • Annuity payment is now: • 55%* • 55% is the max payout *Of Annuity “Base Amount” elected at retirement

  29. Didn’t Congress Fix SBP? Although the SS Offset was eliminated, two major inequities remain a part of SBP: • SBP-DIC Offset • 2008 Effective Date for Paid-Up SBP • Nothing left to do about this

  30. Congress Admits Inequity 2008 First Legislative Step: • Special $50/mo payment • Add $10/mo each yr for 5 yrs • BUT excluded active duty deaths
