Labour • 108 000 workers, All Qualified & unionized • Centralized & sector-based negotiations & (3 year contract) • Education in High school (CEGEP) • Apprenticeship period (2 000h.) • Must maintain qualification thru minimum number of hours per year • Fast track in case of labour shortage Prospec 2004

Builders • 19 000 builders & sub-trades • All licensed with the Régie du bâtiment du Québec (RBQ) • 138 553 licences granted in 106 categories • Administration, technical, safety • Qualifying the people in the construction company • Financial & minimum bond (fraud) requirements • Investigation of past actions for new companies Prospec 2004

  6. Professionals • Architects & Engineers on almost all projects except single family homes & smaller commercial buildings • No mandatory site supervision by professionals • Mandatory Professional liability insurance • Insurance coverage is minimum & claims-made based Prospec 2004

Warranty plans • Mandatory since 1999 (excl. large condos – more than 4 storey, transformations, owner-built homes) • Multiple providers (APCHQ holds 82% market share) • All warranty plans must be strictly identical • Evaluation of plan after 4 years of operation • Need for more transparency • Consumers need for more information • Some minor tuning of clauses, delays Prospec 2004

Codes & Inspections • Québec Building Code (NBC 1995) for all buildings except: • Housing of less than 3 storey & less 8 units • Small business & commercial of less than 3 storey • Enforced by R.B.Q. (during & after construction) • Municipal Building Code for excluded buildings (varies… NBC 1990 or 1995) • Enforced by municipal inspectors Prospec 2004

Training & Education • CEGEP & Universities • Builder associations & Warranty plans (short sessions, preparation to get a licence, code changes, energy efficiency, labour relations, safety on sites …) • Worker training paid by Training fund • group sessions (new series of books) • individual programs • RBQ presentations with support of Builder associations Prospec 2004

Challenges • Aging labour • Gaining entry as a qualified worker(card & closed labour pool) • Warranty - bonding requirement for construction other than new homes • Underground economy (renovation & new homes) • Knowledge transfer to builders (new tools & technologies) • Regulating owner-built homes Prospec 2004
