  2. What is Ramp Up Indiana? A special IHCDA initiative to provide grants to selected applicants for the installation of ramps for income qualified households that need accessibility modifications Goal = to improve the accessibility of existing housing stock in Indiana Goal = to allow individuals and families to age-in-place, i.e. remain in their homes and maintain independence

  3. WHY? WHY? Through “aging-in-place” focus groups in 2013 & 2014 and in 2015 Consolidated Plan public feedback sessions, IHCDA heard ramps are an unmet need In other words, because you provided your feedback! Directly ties into IHCDA strategic priorities Former strategic priority of aging-in-place Current strategic priority of meeting housing needs of vulnerable populations

  4. WHAT? The Basics Grant program w/ $300,000 CDBG-D available for installation of ramps Maximum $25,000 award per applicant $2500 per home subsidy limitation Up to 20% for eligible admin & program delivery costs Anticipate program will benefit 100-150 homes

  5. WHAT? HOW? Primary Eligible Activities Eligible Activities: Construction/installation of a wooden ramp; or Purchase and installation of a pre-built ramp (e.g. aluminum or steel ramps) All ramps must be installed to comply with ICC/ANSI A117.1-2003 “Accessible and Usable Buildings and Facilities” Each home will be inspected by IHCDA

Secondary Eligible Activities And if needed: Widening of the exterior door that will be served by the ramp in order to provide at least 32” clear passage Threshold modifications to the door • Install rubber or aluminum doorway threshold ramp with beveled or flat edges to reduce threshold height to a maximum of ¾”for sliding doors and ½” for all other doors Door hardware modifications- levered door handle

  7. WHAT? Ineligible Activities The following activities are ineligible: General owner-occupied repair needs (roof, systems, etc.) not related to ramp installation Interior accessibility improvements to the home Rehab/modification work on rental units

  8. WHO? Who Applies? Eligible Applicant = non-profit 501(c)3 or (c)4 that can demonstrate: An established organizational mission/focus of serving the housing needs of persons with disabilities Capacity to undertake an IHCDA grant Readiness to proceed Does not already have an open Ramp Up grant

  9. WHO? Who Benefits? Eligible Beneficiary Homeowner at or below 80% AMI • Income must be certified/verified using the “Part 5” definition of household income and assets Must meet definition of eligible form of homeownership • See Part 3.4 of the policy (P. 9) Manufactured homes are eligible if they meet the manufactured housing policy requirements • See Part 3.4 of the policy (P. 9)

  10. WHERE? WHERE? Due to CDBG-D limitations, funds will be available for 82 / 92 counties in IN The following 10 counties are ineligible (non-negotiable): Blackford Clinton Delaware Howard Lagrange Miami Steuben Tipton Warren Wells

Program launched 3/17/16 Press release Brochure • Website http://www.in.gov/ihcda/rampupindiana.htm Informational webinar April 4/4/16 Application forms released after Applications accepted beginning 5/1/16 Non-competitive, reviewed on first-come first-served basis No deadline Limit 1 open award per organization

Requirements Each household served must be provided: A brochure with ramp maintenance tips; and A minimum 1-year warranty Signed receipt of the brochure and copy of the warranty must be made available to IHCDA Leverage Applicant must provide leveraging funds equal to 10% of the total funds drawn minus administration costs • Cash, volunteer labor, donated materials, etc. • Full list Chapter 1 of CDBG and HOME Program Manual

Recap of Limitations The following activities are ineligible: General owner-occupied repair needs (roof, systems, etc.) Interior accessibility improvements to the home Rental units Homes located in the10 ineligible counties CDBG-D compliance and reporting rules will apply List of applicable rules in Part 4.2 of the policy (pp 10-11) Requirements explained in detail in IHCDA’s CDBG and HOME Program Manual

  14. Technical Assistance Available OPTIONAL: May request a technical assistance meeting with IHCDA prior to application to discuss the application process MANDATORY: Post-award technical assistance meeting to discuss compliance, funds management, and record keeping/reporting

  16. Application Process Submit application IHCDA reviews threshold requirements IHCDA scores application • All applications must receive a minimum score of 35/55 points • Scoring criteria listed in Part 7 of the policy (pp 20-22) • Income Targeting • Client Intake • Capacity • Financing

Submitting an Application Applicants must submit the following items to IHCDA’s Real Estate Development Coordinator: • Via FTP site: • One completed copy of the final application forms • All required supporting documents • Via hard copy: • One completed copy of the final application with original signatures • One copy of the completed Environmental Review with original signatures • Please do NOT submit supporting documentation via hard copy

  22. Application Tips Clearly label and separate documents included in the application. Don’t assume the reviewers are familiar with your organization or proposal.  Provide detailed information. Take time to complete your application.  Rushed applications usually look like rushed applications. There is no deadline for applications in this program. Don’t be afraid to ask questions in advance if you are unclear on policy or documentation requirements.

Application Tips (continued) Have an extra set of eyes review your application before submitting, preferably someone less familiar with what you are doing.  Ask them if your application makes sense. Clearly and concisely answer the question being asked, minimizing superfluous information. Provide searchable documents when possible rather than scanned documents.
