  18. Filling of posts process • For everyone whose substantive role is ‘affected by change’ or who has been placed ‘at risk’ there is an agreed process for recruitment.

Function transfer & slotting-in • Function transfer and slotting-in (stage 2 in the filling of posts guidance) • Where functions are transferring to the NHS Commissioning Board from sending organisations, individuals engaged in that function will transfer to the NHS Commissioning Board. • This is done either by slotting-in directly or via competitive slot-in where there is more than one match for a role.

  20. Ring-fenced competition • Ring-fenced competition (stages 3 and 4 in the filling of posts guidance) • Where posts have been created in the NHS Commissioning Board that are substantially different to current posts, these posts will be filled through limited ring-fenced competition and then for wider ring-fenced competition if necessary.

  21. Open competition • Open competition (stage 5 in the filling of posts guidance) • Posts unfilled through steps 1 and 2 will be made available for open competition if necessary.

  22. Dates for filling posts Vacancies will be filled in order of seniority therefore dates are subject to appointments being made to the roles above them.
