Beginning the process • First steps • Approved submissions are combined into a single document in an approved format • The task group (TG) may conduct a preliminary (informal) ballot • TG voters approve sending the draft to letter ballot (LB) • Working group (WG) voters approve sending the draft to LB <Monique Brown>, <M.B. Brown Consulting>

Working Group Letter Ballot Review • LB review/comment period of at least 30 days • LB participation is limited to WG voters • Non-voting members may submit comments but not vote; these comments are addressed at the discretion of the TG • The entire draft is open for comment <Monique Brown>, <M.B. Working Group Letter Ballot Review (cont.) • Voter options are • Approve (with or without comment) • Do Not Approve (at least one comment recommended) • Abstain • 75% approval is required to pass LB and move forward to recirculation ballot • If the LB fails, the TG has the option to improve the draft and start a new LB <Monique Brown>, <M.B. Brown Consulting>

Comment Resolution • Comments are reviewed by either the TG or by a ballot resolution committee (BRC) • BRC is a small subset of voters appointed by the TG and approved by WG; BRC formation is optional • Comments may be either approved, revised, or rejected • 75% approval is required to accept the resolutions; approval required from BRC, if available, or TG (no BRC) <Monique Brown>, <M.B.   7. Comment Resolution (cont.) • Approved changes are integrated into draft • TG approves sending updated draft to recirculation ballot <Monique Brown>, <M.B. Brown Consulting>

Working Group Recirculation Ballots • Recirc ballot comment/review period of at least 15 days • Comments only allowed on changed portions, text affected by changed portions, and text associated with “Do Not Approve” votes • Recirculation process continues until no more technical changes are made and no new “Do Not Approve” votes are received (2-3 recircs are typical) • The next phase of the process, following recirculation, is sponsor ballot (SB) <Monique Brown>, <M.B. Sponsor Ballot Review • Anyone may become a SB participant by joining the SB pool • SB process is similar to LB review • There must be one successful, initial ballot • Recirc ballot(s) follow (usually 2-3) • Optional formation of BRC to address comments <Monique Brown>, <M.B. Final Steps • Once draft passes SB, draft sent to IEEE-SA RevCom (Review Committee) • RevCom ensures that procedural requirements were met (e.g., comments appropriately addressed) • If all requirements were met, RevCom recommends that the Standards Board adopt for final approval • Standards Board performs final review • If approved, standard is published <Monique Brown>, <M.B.
